Job description




The Kings County Probation Department is seeking Deputy Probation Officers to conduct investigations and prepare recommendations to the courts in probation cases involving adults or juveniles and to supervise and counsel probationers. There are multiple vacancies. The County is looking for qualified applicants who demonstrate a high standard of ethics, honesty and integrity in order to maintain public trust, respect and community partnership.
Future vacancies throughout the County for this position may be filled from the eligible list to be established. The typical life of an eligible list is six months.
NOTE: All Deputy Probation Officers are defined as Peace Officers pursuant to Penal Code Section 830.5. Consistent with the Penal Code and at the direction of the Chief Probation Officer, Deputy Probation Officer incumbents may be authorized and/or required to maintain and use a firearm while on duty.

SALARY
Deputy Probation Officer I: $24.26 - $29.60 Hourly; $50,460.80 - $61,568.00 Annually
Deputy Probation Officer II: $28.16 - $34.37 Hourly; $58,572.80 - $71,489.60 Annually

Conducts investigations of adults and juveniles by interviewing offenders, families, victims, witnesses, law enforcement officers, school officials, and others involved in the case; supervises a case load of juvenile and/or adult offenders placed on probation by the court to ensure that offenders comply with the terms and conditions of probation; supervises and counsels wards of the juvenile court and juveniles on informal probation; supervises and counsels adult offenders placed on probation through personal interviews, written reports, and/or by telephone contact; prepares written reports, including facts, recommendations, and original petitions to the court; appears in court to represent the department, to present probation reports, and to respond to questions concerning probation recommendations; makes periodic reports to the court of the progress, development and needs of probationers; informs the court of violations of probationers and recommends action; makes recommendations to dismiss cases when satisfactory adjustments or restitution have been completed; compiles report of findings and disposition recommendations for transmittal to the court; arranges for restitution payments to be made; locates suitable out-of-home placements for juvenile court wards; searches clients, their automobiles and residences for evidence of suspected violations of laws or probation; arrests and/or detains probationers who have committed or are suspected of committing violations; transports juvenile and adult offenders to, and between, various locations such as jail, courts and other institutions; administers drug and alcohol tests to determine use/abuse; assesses client needs and develops a supervision plan designed to achieve desired behavioral changes; implements rehabilitation plans; refers clients and their families to various agencies for evaluation and services as needed; establishes contacts and works in close association with community agencies in developing and coordinating treatment programs for adult and juvenile probationers; attends meetings and conferences as assigned; maintains records and prepares reports and correspondence; maintains strict confidentiality of department records, documents and reports; provides public education to school or community groups on topics such as substance abuse, sexual abuse, gangs, crime prevention, and related issues; performs related duties as assigned.

Deputy Probation Officer I Requirements:

Education: Equivalent to graduation (all coursework must be completed) from an accredited four-year college or university. (Substitution: An Associate of Arts degree or equivalent in administrative of justice, criminology, or a closely related field, plus two (2) years of experience in probation case work or two (2) years of experience as a Juvenile Corrections Officer with the Kings County Probation Department.)

Experience: None required.

Deputy Probation Officer II Requirements:

Education: Equivalent to graduation from an accredited four-year college or university with major coursework in administration of justice or a closely related field. (Substitution: Additional qualifying experience may substitute for the required education on a year-for-year basis for up to two years of the required education.)
Experience: One year performing duties comparable to those of a Deputy Probation Officer I in Kings County, and completion of all required training for Deputy Probation Officer I.

Both Levels

License: Possession of a valid, appropriate California driver's license issued by the Department of Motor Vehicles.
Peace Officer Status Requirements: Deputy Probation Officers are peace officers and must meet all of the minimum standards pursuant to state penal and government codes, including:
(1) Be a citizen of the United States or a permanent resident alien who is eligible for and has applied for citizenship. A permanent resident alien who has applied for citizenship will be required, if appointed, to provide yearly proof of application status with the Immigration and Naturalization Service (INS). Failure to cooperate with the INS or denial of citizenship will result in termination of employment.
(2) Be at least 18 years of age.
(3) Not have been convicted of a felony. (Misdemeanors and/or traffic offenses will be assessed to determine fitness for appointment.)
(4) Be fingerprinted for purposes of search of local, state, and national fingerprint files to disclose a criminal record.
(5) Be of good moral character, as determined by a thorough background investigation.
(6) Be a high school graduate, or pass the GED, or pass the CA High School Equivalency Exam, or have attained a two-year, four-year or advanced degree from an accredited college or university.
(7) Be found to be free from any physical, emotional, or mental condition that might adversely affect the exercise of the powers of a peace officer. (Must submit to medical and psychological examinations if a conditional offer of employment is made.)
Special Requirements: Ability to work standard eight hour shifts or alternate shifts, such as ten or twelve hour shifts, as assigned; ability to work night shifts, weekends, holidays, flexible hours, and overtime, as assigned; ability to qualify for and carry a firearm for certain assignments; successful completion of an on-the-job training program, including a 240-hour state-mandated training program, during a one year probationary period. Incumbents of this classification must possess: a high degree of maturity, integrity, and good judgment; a tolerant attitude toward persons of differing ethnic, gender, and socioeconomic backgrounds; ability to keenly observe, and provide detailed and accurate descriptions; effective oral and written communication skills; ability to work effectively under pressure and stress; ability to adapt quickly and effectively to emergency situations.

All completed applications and supplemental questionnaires will be reviewed. Depending upon the number of applicants who meet the minimum qualifications, the selection process may include a qualifications screening (pass/fail), and will include the following:

1. Written Examination (pass/fail) - May include a written practical component.
2. Oral Examination (pass/fail) - Top 40 scoring applicants (with passing scores) will be invited to participate in the oral examination process which may include a written practical.

Department Level:
3. Background Investigation (pass/fail) - Applicants must undergo and pass through a detailed personal background investigation. These investigations include employment/credit histories, arrest/criminal records, drug/alcohol use and personal contact.
4. Psychological Evaluations (pass/fail)
5. Drug Screening and Medical Evaluations- May include a physical agility exam.
