As the Deputy Government and Public Affairs Director you will be a valued member of the Communications and Legislation unit, which provides direct support to the Office of the Secretary of State including the Government Affairs director. You will be a part of a department that continues to be recognized as a leader, both in Colorado and nationally. In this position, you will experience working within a high-functioning professional team, collaborating with other teams within the Department, and engaging with the public, media, advocates, stakeholders, and elected officials.

The ideal candidate will display strong interpersonal skills, with the ability to collaborate and negotiate with a diverse array of stakeholders. You should exhibit expertise in subject matters related to the agency, including but not limited to legislative agendas. To succeed in this role, it's important that you are able to think both analytically and creatively to develop new strategies and solutions and are committed to promoting a diverse and inclusive perspective in your daily work.

Illustration of some key duties:

Relationship Management:
  • Position supports Government Affairs director in creating and maintaining relationships with legislators and governmental entities.
  • Communicates the interest of the agency to the legislature.
  • Works with elected officials to shape policy in a wide range of issues.
  • Attends and makes presentations at legislative sessions.
  • Collaborates and negotiates with colleagues or others to reconcile differing interest, and to create policies and agreements.
  • Builds and maintains relationships that are effective and positive.
  • Conducts outreach with community groups, stakeholders, state agencies and other partners on relevant legislation.
  • Assists in coordination of activities with other organizational entities within the state.
Legislative Liaison:
  • Provides guidance to senior leadership regarding the agency's legislative agendas.
  • Confers with colleagues to formulate positions and strategies pertaining to pending issues.
  • Analyzes and understands the implications of proposed legislation.
  • Develops expertise in subject matters related to the agency.
  • Collaborates and negotiates with colleagues or others to reconcile differing interest, and to create policies and agreements.
  • Reads and reviews concerns of all to determine if governmental action is necessary.
  • Monitors legislative and policy initiatives that involve the agency.
  • Thinks creatively and develops innovative strategies and solutions.
  • Develop briefings, position papers, and presentations on critical topics.
  • Assists in the strategic legislation, amends legislation, and supports and opposes bills.
Operations Support:
  • Manages projects as assigned.
  • Provides operational assistance to the executive team.
Education and Experience:

Applicants must meet the minimum qualifications to continue in the selection process for this position. Work experience and qualifications must be specifically documented on your online application. MINIMUM QUALIFICATIONS:
This position requires a total of 7 years of professional legislative work experience and/or education in a field of study related to the work. To be considered for this position, your application must clearly demonstrate that you meet one of the following options outlined below:

OPTION 1 - Experience

Seven years of professional work experience to include a combination of some of the following:

  • Legislative process experience
  • Elections process experience
  • Policy making experience
  • Political campaign experience
  • Issue advocacy

Professional work experience must be documented in your application in DETAIL, as your experience will not be inferred or assumed. Part-time experience will be prorated.

OR

OPTION 2 - Education and Experience combined - Be sure you've attached a copy of your unofficial transcript to qualify for this option.

Graduation from an accredited college or university with a bachelor's or master's degree in Political Science, Public Administration, Law, Communications, Journalism, Public Relations, Public Affairs, or closely related field. Education may substitute for the professional experience on a year of year basis. (24 passing credit hours is equal to one year).

PLUS three years of professional work experience in a combination of legislative process, elections process, policy making, political campaign experience, or issue advocacy to equal a total of 7 years between education and experience.

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.
