This position is eligible for telework which is currently one day per week.  New hires are eligible to apply 30 days after their effective date of hire.

Summary:

This position is responsible to oversee and manage the development of the Maintenance of Equipment (MofE) Department's total annual material requirements to support all rolling stock maintenance programs under the Reliability Centered Maintenance (RCM) Program as well as Diesel Fleet initiatives and Rolling Stock Support Equipment and continuing long-term maintenance strategies that is constantly being developed for existing and new fleets. This position will utilize the current computer applications and resources available to develop and track the Department's multi-million dollar Annual RCM Production Master Schedule in order to support the goals and initiatives set forth to ensure fleet availability. This position will also spearhead the development of business requirements for necessary departmental supply chain management, while working within the constraints imposed by budget and procurement guidelines. This position is also responsible for overseeing MofE inventory material levels, valued in excess of $150MM, as well as collaborating with MTA consolidated business partners and the BSC to ensure MofE meets AM & PM peak requirements and provides safe and reliable rolling stock for our customers.

Responsibilities:

-Direct and oversee all planning & management of materials/components to support the short and long-term material requirements needed for Reliability Centered Maintenance, Running Repair and Plant Equipment Maintenance for a fleet of over 1,000 MU & Diesel cars, as well as 500+ pieces of rolling stock support equipment across multiple shops, in various on and off-site locations. Collaborate with all MofE and MTA stakeholders to address Material Management concerns.

-Direct and oversee the collaboration between MofE stakeholders to develop the Annual RCM Production Plan and material requirements. Oversee the development of MofE business requirements to be incorporated into the MTA supply chain management project.

-Oversee the collaboration and communication between the LIRR MofE department, BSC and the consolidated business partners to address material shortage and lead time discrepancies that directly affect MofE's ability to meet corporate goals.

-Oversee intra-, inter-departmental and corporate planning of multi-million dollar maintenance material related activities. Oversee material trend analyses reporting of all maintenance material activities and the communication of said reports to all internal and external stakeholders.

-Select, develop and motivate staff. Responsible for continued implementation of corporate safety policy. Promote safe work practices and provide safe working conditions. Create an environment that respects individual differences and enables all employees to develop and contribute to their full potential. Conduct employee performance evaluations and provide career development to subordinates.

-Perform other assignments as requested by Senior Management.

Qualifications:

-Must possess a Bachelor's degree in Accounting, Business, Economics, Finance, Operations Management or related field. Minimum of 15 years of demonstrated equivalent experience and education may be considered in lieu of the degree, subject to approval.

-Must possess progressively responsible related experience (at least 15 years) in Production Planning, Inventory Control or Shop Management, preferably in a manufacturing or a maintenance/repair industry.

-Must have a minimum of 10 years supervisory experience.

-Must have expertise in managing multi-million dollar material inventory and related principles. 

-Must have Inventory control /procurement management experience in a large manufacturing or maintenance/repair environment with knowledge of high-volume maintenance protocols (i.e. Rolling Stock Maintenance).

-Must possess a thorough knowledge of shop production, shop capacity, budget planning, forecasting and variance analysis methodology.

-Must possess a strong familiarity with procurement principles, policies and procedures.

-Knowledge of budget planning, forecasting and variance analysis methodology.

-Must have the ability to collaborate with all levels of various MTA agencies and third-party consultants.

-Must demonstrate proven, effective leadership qualities and have experience managing a staff.

Preferred/Desirable Qualification:  

-Master's Degree in Business Administration, Operations Management, Inventory Management, or related field.

In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to, a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record.
