The CSU Chancellor's Office, located on the waterfront adjacent to the Aquarium of the Pacific in downtown Long Beach, is the headquarters for the nation's largest and most diverse system of higher education. Salary

The anticipated salary hiring range is up to $14,584 per month, commensurate with qualifications and experience.

The salary range for this classification is $6,563 to $21,066 per month.

Position Information

The California State University, Office of the Chancellor, is seeking a Deputy Director of Fire Safety to expand CSU capacity to assess and determine the code compliance of CSU building projects seeking fire code compliance approval from the Office of State Fire Marshal or its designee. This position will assist the Director of Fire Safety in further developing and implementing a CSU Fire Life Safety program. Position will help develop policies and procedures, supervise Designated Campus Fire Marshals, Plans Examiners and Associate Plans Examiners as appropriate, monitor plan submittals, review plans, perform inspections, and provide campus fire and life safety training.

This position will be located at Sacramento State or the Chancellor's Office in Long Beach.

Responsibilities

Under the general direction of the Director of Fire Safety, the Deputy Director of Fire Safetywill:

-Facilitate, coordinate and track individual plan review/approvals to a timely and code complaint conclusion. Serve as a CSU CO expert representative to collegially resolve issues relative to Fire Safety regulations.

-Completion of OSFM training: The employee will be required to complete the training identified by the OSFM/CSU Memorandum of Understanding (MOU) to prove competency and receive OSFM DCFM approval within 18 months of employment with the CSU as well as Fire Inspector 1A through 1D OSFM training, and Plans Examiner 1A through 1C, and Statutes and Regulations within 18 months of date of hire.

-Engage all stakeholders. Coordinate CSU/SFM fire life safety reviews and approvals, whether directly agency to agency, indirectly as may be authorized by CSU/SFM MOU or as may be needed.

-Coordinate fire and panic safety regulatory interpretation and enforcement with the Chief of Architecture and Engineering.

-Ensure code effective design development. During design development, critically evaluate the merits of campus code compliance proposals, comments by independent 3rd party reviews commissioned by CSU, and as may occur, SFM comments. Advocate good code compliance practices to campus project design teams.

-Facilitate effective code compliance design reviews. Prepare, coordinate and guide the Fire Safety plan review process at campus and/or CSU/SFM locations as needed to realize effective and timely project approvals.

-Keep CSU management informed. Provide regular briefings and project status reports to CPDC CSU Chief Building Official and Director of Fire Safety on evolving Fire Safety code interpretations. Develop awareness of project trends relative to campuses and project delivery methods with a view towards improving process.

-Track results. Help define and implement performance tracking related to CSU Building Permit and Fire Protection programs. Track recurring Fire Safety plan review issue areas and make recommendations for changes to policies and procedures to improve timeliness and effectiveness of Fire Safety approvals.

-Supervise subordinate personnel, including Designated Campus Fire Marshals (DCFM), Campus Fire Marshals (CFM), Plans Examiners and Associate Plans Examiners as appropriate. Prepare and conduct performance evaluations, mentor and coach employees to attain professional goals.

-Spread success examples. Communicate and promote model campus practices systemwide.

-Systemwide training. Participate in the development and delivery of CSU Fire Safety code compliance training.

-Continuing education. Pursue personal continuing education training to build/maintain professional certifications and generally keep current with changes to fire and building codes and related standards.

Qualifications

This position requires:

-Educational background: California Licensed Architect, or Fire Protection Engineer, or related bachelor's degree or other relevant comparable experience in design/compliance/construction field. Relevant comparable training examples: Certification as an ICC Fire Plans Examiner, Building Plans Examiner, Fire Inspector, California State Fire Marshal or other local public agency fire authority plans examiner.  All licenses and certifications must be current and valid.

-Industry exposure: 8+ years of architectural, engineering, construction (AEC) industry experience on a broad variety of projects.

-Specific field review exposure: 5+ years of field and plan review experience in performing plan review, technical inspection, and/or supervision of general construction projects including fire and life safety code compliance.

-The employee will be required to complete the training identified by the OSFM/CSU Memorandum of Understanding (MOU) to prove competency and receive OSFM DCFM approval within 18 months of employment with the CSU; as well as Fire Inspector 1A through 1D OSFM training, and Plans Examiner 1A through 1C, and Statutes and Regulations within 18 months of date of hire.

-Must have a good and general understanding of engineering, architectural and building design practices and procedures.

-Must have good general knowledge of Fire protection planning and management, building design incorporation of Fire and life safety systems, fire alarm and detection systems, their installation, inspection, and testing.

-Must have good working knowledge of California Building Code, California Fire Code, and code reference standards including a reference familiarity with NFPA 25 and NFPA 72.

-Must have ability to apply sound professional judgment, initiative and problem-solving skill to analyze complex code compliance issues and be able to facilitate a timely and responsive code complaint outcome.

-Must have strong verbal and written language skills. Must be able to effectively communicate technical policy and procedures in understandable verbal, written and visual presentation formats.

-Must be able to develop and maintain internal and external professional relationships and interact effectively at a professional level. Must be responsive to client and professional concerns and feedback.

-Ability and willingness to travel independently to effectively carry out the responsibilities of the position. Frequent local regional ground travel, statewide single day air/ground travel, and periodic overnight travel is a requirement and expectation of the position. Examples: Local campus travel, day trips to Sacramento.

-Must be able to effectively use Word, Excel, Outlook, Bluebeam and their equivalents.

-Must have good organizational and time management skills with the ability to set own priorities to coordinate assignments with fluctuating and time-sensitive deadlines; proven ability to manage multiple projects concurrently.

-Ability to quickly gain working familiarity with CSU's architectural engineering and construction management policy and procedures, CSU's public works contract law, rules, and regulations.
