The Governor's Office of Planning & Research (OPR) seeks to fill a Permanent/Fulltime Career Exectuive Assignment (CEA) A position within the Strategic Growth Council.
Under the general direction of Strategic Growth Council's Executive Director, the Deputy Director for Equity and Government Transformation is responsible for program oversight and management of SGC's equity, capacity building, and research portfolio including the Community Assistance for Climate Equity (CACE), Health and Equity (HEP), Climate Change Research (CCR) programs. The portfolio includes programs and initiatives that support capacity building to advance equitable climate and health equity solutions both within communities and across State government. CACE is a program that includes a suite of technical assistance and capacity building efforts including the Regional Climate Collaborative grant. CACE works to ensure that communities have access to the resources, knowledge, partnerships, and support needed to implement equitable and multi-benefit strategies. HEP is an internal State government initiative built around promoting and operationalizing principles of Health in All Policies and racial equity. HEP convenes the Health in All Policies taskforce of over 20 different state entities to implement robust, cross-agency strategies aimed at improving operational efficiency and supporting State efforts to promote health and racial equity. CCR is a California Climate Investment program that reduced (Greenhouse gas emissions and promotes equity through research that requires partnerships between academic and non-academic entities. CCR represents a transformative approach to ensuring communities can inform the research - policy - action pipeline.
Beyond providing leadership to support each of these programs, the Deputy Directorof Equity and Government Transformation works in partnership with the Executive Director to embed principles of this portfolio across different State government initiatives, engage and support the Council in elevating principles of Equity and Government Transformation, and work with external partners to engage with and advance elements of this portfolio in their own work.
NOTE: Training & Development (T&D) assignments will not be considered for this recruitment.
This position is designated under the Conflict of Interest Code . The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within 30 days of appointment and once per year. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

Working Conditions
Located in an office setting in downtown Sacramento, directly across from the State Capitol. Various coffee shops and restaurants conveniently located within walking distance. Available street parking and State-owned parking garages nearby for convenience. Telework may be available in accordance with OPR's Telework Policy.
All OPR employees must reside in California upon appointment.

SGC programs include Affordable Housing and Sustainable Communities (AHSC), Community Resilience Centers (CRC), Sustainable Agriculture Lands Conservation (SALC), Transformative Climate Communities (TCC), Climate Change Research (CCR), Community Assistance for Climate Equity (CACE), and Health and Equity Program (HEP) - which is part of a multi-agency Health in All Policies (HiAP) Initiative. Knowledge and Abilities
Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
  • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department's or agency's Equal Employment Opportunity Program objectives; and a manager's role in the Equal Employment Opportunity Program.
  • Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department's or agency's Equal Employment Opportunity objectives.

These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):
CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.
CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.
CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.
Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Expertise in community development, community-led transformation, government administration, organizational management, strategic planning, and health, social, and racial equity.
  • Experience in the non-profit, local government, philanthropic, and/or state government sectors working on efforts related to grantmaking, policy and systems change, climate change, and environmental justice.
  • Experience working within state government to develop and implement new practices and policies that increase access to government resources and create pathways for partnership with under-resourced communities.
  • Experience working within executive leadership teams of small to medium-sized businesses and navigating organizational change efforts.
  • Experience working across sectors and partners to develop and implement racial equity strategies that comport with state policy.
  • Experience engaging with and coordinating a council or board and their representatives.
