ABOUT THE COURT
Los Angeles Superior Court is the largest unified trial court in the United States. Its 580 judges and commissioners work in one of the 40 facilities within the Court's 12 judicial districts and are supported by more than 4,500 full-time Court employees. The Court has an annual budget of more than $1 Billion. Located in Southern California, Los Angeles County is geographically one of the nation's largest counties, covering 4,084 square miles and, with over 10,400,000 residents, is also one of its most populous counties.
Reporting to the Communications Director, the Deputy Director of Communications and Legislative Affairs assists in leading the Communications Office's Legislative Affairs, media relations and strategic internal and external communications functions. This individual is directly responsible for the comprehensive design, organization and management of the functions, services and operations of the Communications Office's Legislative Affairs Division and its staff, as well as advising on general internal and external communications strategies of the Communications Office. This position requires a background and skill set in legislative/policy analysis and government relations, preferably with direct legislative advocacy experience and proven ability to foster strong relationships with appropriate local, state, and federal officials and their staff, members of the media, other public figures and/or high-profile individuals or groups. Responsibilities are broad in scope, allow for a high degree of program and administrative discretion, and are evaluated in terms of overall program results and cost effectiveness.

This is an at will managerial position. The Trial Court Employment Protection and Governance Act (SB 2140) authorizes the Court to exclude managerial employees from the employment protection provisions of the Act subject to meet and confer.
SELECTION REQUIREMENTS:
To qualify, you must meet the following selection requirements at the time of filing:
OPTION I: Graduation from an accredited four-year college or university* -AND- Six (6) years of progressively responsible experience in legislative and government relations and/or public policy. At least two (2) years of the qualifying experience must have beenmanaging* an administrative section through subordinate supervisory staff, or managing* a complex program with organization-wide impact
**Managing is defined as having responsibility for planning, organizing, implementing, and administering the work of a functional area or program.
OPTION II: A Master's-level or Juris Doctorate degree from an accredited college or university -AND- Two (2) years of progressively responsible experience in legislative and government relations and/or public policy. At least two (2) years of the qualifying experience must have been managing* an administrative section through subordinate supervisory staff or managing* a complex program with organization-wide impact.
OPTION III: Ten (10) years of progressively responsible experience in legislative and government relations and/or public policy. At least two (2) years of the qualifying experience must have been managing* an administrative section through subordinate supervisory staff or managing* a complex program with organization-wide impact.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
Licenses; Certificates; Special Requirements:
A valid California Class C driver's license or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

DESIRABLE QUALIFICATIONS:
- Experience developing and maintaining productive and collaborative relationships with elected officials and their staff.
- Expert-level understanding of the California legislative and state budget process;
- Experience monitoring and analyzing a wide range of complex policy proposals and soliciting, coordinating, and assessing internal feedback and recommending policy positions based on analysis and feedback.
- Experience designing and implementing strategic advocacy and communications campaigns, including written and visual materials, to communicate institutional priorities and programs as well as positions on legislative and policy proposals with justice partners, legislative bodies and the media.
- Experience performing cost-benefit analysis and identifying alternative/feasibility of funding methods.
- Experience developing, preparing, and presenting statistical and written reports and proposals.
- Experience leading a team through a major change.
- Experience managing a team, establishing performance requirements and personal development targets, monitoring performance and providing coaching for performance improvement and development; and
- Master's Degree in business or public administration, economics, public policy, or a closely related field
