The Human Services, Administrative Services Division is seeking a Deputy Directorto oversee and direct the activities of multiple units within the division, which include Finance, Budget, Facilities Management, Contract Administration, Emergency Services, and Research, Outcomes & Quality Support.
The incumbent will have executive level management and oversight of the Administrative Support Division, which includes responsibility for assisting the Deputy Executive Officer in planning, organizing, and directing the support activities for departments within the Human Services Agency; directing, preparing, and administering the HS public assistance departments/division budgets, and ensuring proper utilization of funds according to applicable laws and regulations; interacting and collaborating with stakeholder department heads and external agencies; analyzing vacancy and year-end estimate data, preparing forecasting reports, and recommending corrective actions as needed; supervising subordinate management and supervisory staff; initiating, reviewing and approving personnel actions; evaluating effectiveness and productivity of each unit and implementing improvements based upon goals and objectives; and maintaining quality service by enforcing high customer service standards.

Education: A Bachelor's degree in Public/Business Administration, Finance/Accounting, Economics, Behavioral/Social Sciences, or other closely related field.
Qualifying degrees must be completed at a college or university accredited by an accrediting association recognized by the United States Department of Education. In addition, degrees completed outside of the U.S. must be accompanied by an evaluation report from a reputable credential evaluation service indicating equivalency to degrees or coursework completed at a college or university accredited by an accrediting association recognized by the United States Department of Education.

Experience - Applicants must meet one of the options listed below
Option 1: Three (3) years of increasingly responsible professional-level administrative experience with primary responsibility for performing budgetary oversight AND conducting complex organizational and financial analysis of programs and/or business operations. Qualifying experience is typically equivalent to the San Bernardino County Administrative Analyst III classification or higher.Note: Professional-level experience is defined as experience gained in occupations that require specialized knowledge usually acquired through principal work experience. Clerical or technical experience is not considered qualifying.
Option 2: Three (3) years of management or second-level supervisory experience in a government human services program, which includes professional-level administrative responsibility for interpreting/enforcing relevant laws, rules and regulations; responsibility for program planning and development; program operations; budget/fiscal administration; and financial analysis of programs/business operations and contract/grant compliance. Qualifying experience must also include full-scope responsibility for managing subordinate supervisors (i.e., hiring, firing, counseling, disciplinary actions, assigning work, completing work performance evaluations, developing work schedules and approving time off). Qualifying experience is typically equivalent to the San Bernardino County Administrative Manager classification or higher.The ideal candidate will:
- Possess at least five (5) years of highly responsible management experience with strong analytical skills with the ability to adopt a global-view, while facilitating multiple department programs.
- Possess demonstrated experience performing financial analysis of multi-million dollar budgets, overseeing business operations, and monitoring contract/grant compliance within a human services program.
- Demonstrate strong leadership skills in managing change.
- Be a highly flexible professional able to develop tools and solutions to meet the needs of the organization.
