SUMMARY
The Deputy Chief of Police assists the Chief, Office of Public Safety in providing enhanced security to the residents of the District of Columbia Housing Authority (DCHA) housing developments, staff and all DCHA facilities. The incumbent is responsible for the monitoring of buildings, security assessment, contract monitoring and task oversight, policy development, records management and physical public safety and security assessments. The incumbent provides operational and administrative support to the Police and Security Operations and is delegated the responsibility for establishing, maintaining and preserving the standards for the Recruitment and Training operations in cooperation with the District of Columbia Metropolitan Police Department criteria.
All activities must support the mission and strategic goals of the District of Columbia Housing Authority and produce the results that accomplish the objectives of the District of Columbia Housing Authority Police Department (DCHAPD).
ESSENTIAL DUTIES & RESPONSIBILITIES

- Serves as Deputy Chief of Police with the responsibility of planning, directing, coordinating, and providing advisory services relative to the Authority’s safety and security programs, which include community policing initiatives, program design and implementation, personnel and labor relations management, training and staff development, support services, building monitoring, contract oversight, witness protection, records management, procurement and security assessments;
- Advises on policies and procedures which have implications on safety and protection; develops information in support of management objectives; assumes responsibility for program emergencies and initiates actions required for solutions; develops data needed in resolving major operating problems for use in program planning and formulating the overall safety policies for the efficient, economical and coordinated conduct of the DCHAPD activities; identifies problem areas and recommends corrective action as appropriate; performs critical analyses of public safety programs, adopts and directs changes as may be required for program enhancements;
- Manages the collection of data and directs the development of various statistical reports to support management decisions and establish performance standards;
- Meets regularly with Resident Leadership in order to be abreast of residents’ public safety concerns and be able to promptly and appropriately address such issues while establishing effective communication channels;
- Confers regularly with the District of Columbia Metropolitan Police Department to keep apprised of new or changing policies, procedures, regulations, and special operations;
- Reviews staff communication to assure coordinated presentation; makes recommendations for further actions concerning changes in policy, regulations and laws as they relate to safety and security matters; assures that the Chief of Police is provided with current information on work pending and the rate of progress on major assignments;
- Supervises and effectively utilizes employees of DCHAPD through subordinate supervisors whose responsibilities include assignment and review of work; utilization of personnel to accomplish work objectives; offering staff development, rating employee performance in accordance with established standards, recommending personnel actions, interviewing and selecting new employees, approving/disapproving leave, investigating complaints and resolving differences between employees and groups of employees, providing training and giving such other guidance as needed to ensure the expeditious accomplishment of work and the development and maintenance of competent staff;
- Ensures that the operating procedures for all activities of the DCHAPD are completely documented and that such procedures are revised as necessary and kept current;
- Plans routine law enforcement operations, special projects and new improved activities; reviews and approves work plans and confers with subordinates to develop properly structured activities with clearly delineated tasks, responsibilities, reporting requirements and time frames;
- Monitors and evaluates routine operations and special activities for efficiency, effectiveness and compliance with policies and procedures; analyzes existing work methods and management techniques employed to determine if they provide maximum efficiency and effectiveness;
- Participates in the development of the Department’s annual budget; ensures the areas of responsibility operate within established budget; advises the Chief, Office of Public Safety on relevant budget issues;
- Discusses activities with appropriate operating officials to ascertain DCHAPD’s mandates and determines needs on the basis of operational requirements, laws and regulations, management decisions and/or administrative and technical requirements;
- Serves as the acting Chief, Office of Public Safety as may be required in the absence of the Chief, Office of Public Safety;
- Performs other related duties as assigned.
Job Requirements
EDUCATION & EXPERIENCE
Bachelor’s degree from an accredited college or university with emphasis in public safety, Criminal Justice or other related field; and at least five (5) years of law enforcement management experience, including at least two years senior level management experience (preferably) in public housing and affordable housing environment; or other equivalent combination of education and experience. Must be a Sworn Police Officer
