THE POSITION

This position is open until filled, with the first review of candidates on January 2, 2024.  The posting may be closed at any time after January 2 without further notice. 

Washington County is now hiring an experienced Human Resources professional to help lead the department as a Deputy Chief Human Resources Officer. This position has a hybrid work schedule and can work remotely 1-2 days a week.
The Opportunity
The Deputy Chief Human Resources Officer plans, leads, and manages the activities of the employee and labor relations, learning and talent development, and talent acquisition staff in the Department of Human Resources. This position integrates the delivery of comprehensive County-wide Human Resources programs within the organization, and provides expert advice and counsel to Human Resources staff, County Departments, and the Chief Human Resources Officer on the departments operational and functional activities.
The Deputy Chief Human Resources Officer performs highly analytical, financial, and administrative services involving a variety of disciplines which include, but are not limited to, policy and process development, management of functional managers and staff, data analysis, team project management, and presentations to departments.  
Our Ideal Candidate
A successful candidate will have a strong understanding of all aspects of employee life cycle management including deep experience in employee and labor relations. Experience within the state of Oregon is highly desirable. Immediate projects will include negotiating successor collective bargaining agreements, policy and process development in preparation for the development and implementation of a new enterprise resource planning system, and infusing equity into all aspects of Human Resources functions.  This individual will be skilled at developing and executing strategies that optimize the employee experience. They will also be able to track workforce metrics in support of data informed decision-making and the development of people strategies to improve employee performance, engagement and productivity. The ideal candidate will have demonstrated experience in cultivating proactive and innovated Human Resources teams through fostering a culture of learning, trust, transparency, and celebration of achievements.

MINIMUM QUALIFICATIONS

Education and Experience:

  • Bachelor's degree in Public or Business Administration, Management, Human Resources, Social Science, Organizational Behavior, or a related fieldAND Six (6) or more years of increasingly responsible experience in management including responsibility in Human Resourcespreferably with experience in the areas of employee and labor relations, talent acquisitionand learning and development. Two (2) of the required years of experience must include supervision of staffOR

  • Associates degree in Public or Business Administration, Management, Human Resources, Social Science, Organizational Behavior, or a related field, AND Eight (8) or more years of increasingly responsible experience in management including responsibility in Human Resources, preferably with experience in the areas of employee and labor relations, talent acquisition, and learning and development. Two (2) of the required years of experience must include supervision of staff.

Preferred Requirements:

  • Master’s degree in Business, Public Administration, Management, Human ResourcesPublic Policy and Administration, Organizational Behavior, or other Social Science.

  • Professional in Human Resources (PHR)Senior Professional in Human Resources (SPHR), SHRM-CP or SHRM-SCP or Labor Relations Certification (CLRP).

Position Specific Requirements:
  • Must have the ability to arrange for timely transportation to attend required appointments and meetings at off-site locations.

  • Completion of a comprehensive background check.

Management, Administrative and Professional Personnel System (MAPPS) - FLSA exempt employees are paid on a salaried basis. The premise of salaried/exempt employment is that established compensation recognizes the time and effort needed to accomplish all assigned job duties. Job responsibilities may require work outside of the employee's standard work week or a work week in excess of 40 hours.

This position is not represented under a collective bargaining agreement.
Regular and limited duration full-time employees working 30 hours or more per week and job share employees are eligible for benefits beginning on the first of the month following employment. Job share employees are responsible for 50% of the premium. Part-time regular, variable hour, and temporary positions are not eligible for medical, dental, and vision benefits.
