What We Do
The Community Development Department of the City of Beverly Hills is responsible for the review and processing of private development projects including land entitlements, zoning and plan review, inspection services and permit issuance, and code enforcement. It also oversees programs such as rent control/stabilization, historic preservation program, animal control and records requests. Community Development also provides staff assistance to 5 city commissions; including, Planning, Architectural, Design Review, and Cultural Heritage.
What We're Looking For
The Deputy Building Official shall be a forward thinking, hands-on individual, with superior communication and customer services skills, and a desire to build positive relationships with the community and City staff. The Deputy Building Official will oversee the work of staff and participates in plan review, permitting, code enforcement, and building inspections of public and private buildings for compliance with the California Building Code, City's Technical, Zoning, and related codes, and ordinances. The ideal candidate will also review, research, analyze, and resolve complex issues relating to the interpretation and application of building construction codes and regulations as well as assisting City's Building Official with triennial code adoption process. The Deputy Building Official will possess a high degree of professionalism and exhibit proactive management skills to assign work, monitor work performance, and recommend personnel actions including disciplinary action, and advise staff on the daily functions, operations, and activities of the Development Services Division.
The ideal candidate will be an experienced leader who builds and mentors staff, is creative and flexible, and has strong problem-solving skills finding a balance between enforcing codes and providing excellent customer service and assisting City's Building Official.
Selection Process

Disaster Service Workers
All City of Beverly Hills employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
Major Duties
Plans, organizes and manages the plan review and building inspection services of the Development Services Division. Assists the City Building Official in the administration and enforcement of related building codes, ordinances laws, and regulations.
Some of the core responsibilities include but are not limited to:
  • Oversees the work of staff and participates in plan review and building inspections services to ensure compliance with local, state, and City codes, laws, and regulations.
  • Oversees the work of staff engaged in the inspection of public and private buildings for compliance with the International Building Code, City's Technical, Zoning, and related codes and ordinances. Reviews, researches, analyzes, and resolves complex issues relating to the interpretation and application of building construction codes and regulations.
  • Reviews, revises, drafts, and recommends new editions and updates of building construction related technical codes and ordinances.
  • Develops, implements, and administers policies and procedures; develops and monitors, goals and objectives for major programs, projects, and services. Evaluates and ensures that programs and services comply with department and City policies and procedures, mission, goals, and priorities.
  • Develops effective customer standards, quality assurance, and methods of service delivery programs; ensuring that timelines and quality of work are maintained.
  • Participates in the preparation and administration of the division budget. Performs budget analysis; monitors revenue and expenditures; recommends budgetary adjustments; and maintains appropriate records, reports, and controls.
  • Negotiates and administers contracts, agreements, and services. Manages and evaluates contracts and delivery of contract work to ensure compliance with contractual terms and conditions, and conformance to City and departmental codes, rules, and regulations.
  • Selects, trains, motivates, and supervises professional, technical, and administrative support staff. Assigns work; monitors and evaluates employee work performance; and recommends personnel actions including disciplinary action. Determines staff training needs; provides, recommends or coordinates staff development and training programs and activities.
  • Receives and responds to difficult and sensitive inquiries, problems, and complaints. Conducts and/or oversees the investigation and resolution of complaints.
  • Participates, interfaces, and attends meetings with inter- and intra-departmental teams, committees, and public and private agencies in matters relating to building codes, plan review, zoning, permits, -complex construction issues, and overall development processes and programs. Initiates and participates in staff meetings.
  • Attends and makes presentations to the City Council, various City boards and commissions, community organizations, professional associations, and various working groups, as required.
  • Serves as liaison between the division and other City departments and outside private and public agencies.
  • Prepares a variety of reports including staff reports. Maintains accurate and current files and records. Analyzes data and makes recommendations.
  • Keeps abreast of construction technology, codes, regulations, trends, and innovations in the field.
  • Assists the City Building Official with duties and responsibilities of the Division. Serves on behalf of the City Building Official in his/her absence, as assigned.
  • Performs related duties, as assigned.

Minimum Qualifications
Education, Training and Experience:
  • Bachelor's degree in civil or structural engineering, architecture, planning, construction technology, or a closely related field. A Master's degree in engineering, architecture, planning or a closely related field is desirable.
  • Five years of increasingly responsible management experience in construction management, structural engineering, architecture, planning or a closely related field. Public sector experience is desirable. Two years of experience must have included supervisory responsibilities.

Licenses and Certifications:
  • Possession of a valid California driver's license.
  • International Code Council (ICC) certification as a Certified Building Official(CBO).
  • International Code Council (ICC) certification as a Plan Examiner.
  • International Code Council (ICC) certification as a Combination Building Inspector.
  • Registration as a professional Civil or Structural Engineer and Land Surveyors with the California Board of Professional Engineers, if applicable.
  • Certification with the California Architects Board as an Architect, if applicable.

Knowledge, Skills & Abilities
Knowledge of:
  • Principles, practices, and procedures involved in the administration and enforcement of building codes, ordinances, and local, state, and federal laws and regulations governing building construction and renovation.
  • Applicable federal, state, and local laws, ordinances and regulations, including the International Building Code.
