Description
Hennepin County Human Services is seeking a Senior Department Administrator to be a part of the department's leadership team to provide strategic direction for Human Services by leading the Well-Being service area. This senior leadership position will work with other department leaders to maintain and strategically advance the organization in achieving successful outcomes of safety, stability, self-sufficiency, and well-being. The Well-Being Service area administers programs that focus on attainment of education, employment, and income, including but not limited to childcare assistance, diversionary work programs, family stabilization services, TeenHOPE and Pathways, and youth education.
This leader will guide the Well-Being area, and work across the organization to develop systemic strategies that promote education, employment and economic stability for our residents and address racial disparities. In this position you will provide direction to identify opportunities for greater strategic and operational alignment across programs. The ideal candidate will have the ability to innovate the ways the county supports Hennepin families through childcare, income, and supporting two-generation approach to family needs, and related work force programs.
Location and hours:
This position is hybrid and will be performed both on-site at a Hennepin County building and remotely as job duties require. This position has a primary schedule of Monday-Friday, days, with flexibility to respond to business needs. While this position is designated as hybrid, based on current requirements hires must reside in Minnesota or Wisconsin.
New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.
About the position type:
This position is a full-time, benefit earning position. You must be a of Hennepin County's Human Services and Public Health (HSPH) department to apply to this position. Limited duration employees are not eligible.

In this position, you will:
  • Provide senior level leadership of Well-Being services including leading over 150 staff in the management, planning, and coordination of operations to ensure services are customer-focused and enhance resident access to education, employment, and income opportunities.
  • Provide direction and vision for strategic resource management including human resources and financial management/budget.
  • Create and engage staff around a unified vision with an emphasis on providing upstream services and enabling families to access education, employment, and income.
  • Identify, design, and implement programs that meet desired outcomes and are fiscally sustainable.
  • Identify and align funding resources to ensure successful implementation of programs.
  • Work across the organization and with community partners to reduce racial disparities for residents in the areas of education, income, and employment.
  • Foster and develop leadership at all levels, build talent and maximize strengths of staff and teams, and ensure preparation for succession planning.
  • Lead and foster a culture of innovation and teamwork in which creativity is encouraged and knowledge sharing, and collaboration is a responsibility of all employees; use data to inform and guide decisions, policies, and practices.
  • Collaborate and build partnerships across the organization to support and further work.
  • Use and develop agency performance and community level data and analytics to continuously improve processes, polices, and practices with a focus on improving outcomes for residents/families/children.

Need to have:
  • One of the following:
    • Bachelor's degree or higher in business administration, social work, public administration, education, or other field appropriate to the position and six years or more of program administration experience in government, nonprofit, education, or an organization closely related to government.
    • Ten years or more of program administration experience in government, nonprofit, education, or an organization closely related to government.
