The Dean of Enrollment Services plans, oversees and leads the Enrollment Services area in the Division of Student Affairs and Enrollment Management to ensure high-quality student-centered services district-wide across the key Enrollment Services departments including Student Records, Testing, College Connections and Admissions for Traditional Students, and Enrollment Services for Dual Credit. Manages and oversees institutional enrollment initiatives to increase traditional student enrollment. Collaborates closely with the Associate Dean of Student Financial Services, Testing and Veterans Affairs to coordinate enrollment initiatives with Student Financial Services and Veterans Affairs departments. In consultation with the Vice President of Student Affairs and Enrollment Management, provides leadership to develop and implement the institutional Strategic Enrollment Management plan and utilizes data to evaluate progress towards enrollment goals and to recommend areas for improvement in order to reach goals. Collaborates closely with the Academic Affairs deans and the Dean of Distance Learning on district-wide initiatives to meet strategic enrollment goals. Collaborates closely with the Dean for Dual Credit Programs and School District Partnerships to meet dual credit student targets and increase matriculation of dual credit students to the College upon high school completion. Supervises all administrators of Enrollment Services departments.

Specific Duties and Responsibilities
  1. Supervises, leads, and guides the directors of all Enrollment Services departments, and develops innovative service models to promote student-centered services and to improve the student experience with Enrollment Services.
  2. Manages and oversees institutional enrollment initiatives to increase traditional student enrollment.
  3. Evaluates and aligns all activities, services, and operations to support the strategic focus areas of student enrollment, persistence and completion.
  4. Collaborates closely with the Associate Dean of Student Financial Services, Testing and Veterans Affairs to coordinate enrollment initiatives with Student Financial Services and Veterans Affairs departments.
  5. Provides leadership to develop and implement the institutional Strategic Enrollment Management plan and utilizes a data-driven approach to measure progress towards enrollment goals and identify areas for improvement.
  6. Collaborates closely with the Academic Affairs deans and the Dean of Distance Learning on district-wide initiatives to meet strategic enrollment goals.
  7. Collaborates closely with the Dean for Dual Credit Programs and School District Partnerships to meet dual credit student targets and increase matriculation of dual credit students to the College upon high school completion.
  8. Serves as liaison between Academic Affairs deans, campus administrators and Enrollment Services departments to ensure continuity and equity of operating activities among all sites.
  9. Develops and leads the district-wide Enrollment Management Committee, a college-wide group of faculty, staff and administrators that is responsible for the development of and the implementation of the institutional Strategic Enrollment Management plan.
  10. Ensures all stakeholders are represented in the development of the institutional Strategic Enrollment Management plan and secures buy-in for the plan from faculty, administration, and staff.
  11. Develops new enrollment markets and implements enrollment strategies to recruit and retain new populations of students.
  12. Develops initiatives and strategies to increase transition of non-credit students to credit programs.
  13. Recommends and participates in the development and modification of policies as necessary to properly implement effective Enrollment Services and completion programs; carries out, explains, interprets and enforces policies.
  14. Maintains accountability and fiscal responsibility for administering and managing department budgets to include setting priorities for annual budgets and staffing needs.
  15. Oversees the Institutional Effectiveness Plan for the Enrollment Services department.
  16. Maintains knowledge of new developments and innovative enrollment management practices in community colleges and higher education; recommends changes to maintain relevance of programs and services to meet student needs.
  17. Represents the College at appropriate state meetings and planning sessions as they relate to assigned areas of responsibility and serves on committees, as requested.
  18. Maintains familiarity with the College's programs, policies, procedures, and academic standards.
  19. Travels throughout the college district, as needed.
  20. Recommends for hire, supervises, trains, mentors, and evaluates all administrators of Enrollment Services departments.
  21. Serves as Campus Security Authority.
  22. Performs other duties as assigned.

Required Education and Experience
  1. Master's degree required.
  2. At least seven (7) years of administrative experience in higher education required; community college experience preferred.

Required Knowledge, Skills and Abilities
  1. Excellent oral, written, presentation, and interpersonal communication skills.
  2. Strong computer skills with knowledge of Microsoft Office (Word, Excel, PowerPoint, and Outlook) and internet research skills.
  3. Demonstrated excellence in supervision and interpersonal relations.
  4. Demonstrated knowledge of Enrollment management principles and strategies.
  5. Ability to prioritize and manage multiple projects that require demonstrated leadership ability.
  6. Ability to analyze situations quickly and objectively and to determine proper course of action.
  7. Team player with the ability to collaborate with all college departments, functions, and other support services.
  8. Ability to adapt to constant change and periods of fast-paced, high-intensity work situations.
  9. Ability to work evenings and/or weekends as needed; wiling to travel throughout the college district using own means of reliable transportation.
  10. Demonstrated commitment to achieving the vision and mission of South Texas College.
  11. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations related to Enrollment Services.
  12. Ability to write reports, business correspondence, and procedure manuals.
  13. Ability to effectively present information and respond to inquiries from executive management, faculty, staff, students, public groups, regulatory agencies, and/or Boards of Trustees.
  14. Ability to define problems, collect data, establish facts, and draw valid conclusions.
  15. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  16. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
