About the Family & Social Services Administration (FSSA):

The Division of Mental Health and Addictionwithin the Family and Social Services Administration (FSSA)sets care standards for the provision of mental health and addiction services to Hoosiers. DMHA is committed to ensuring that clients have access to quality services that promote individual, family and community resiliency and recovery.

The division also certifies all community mental health centers and addiction treatment services providers. DMHA operates six psychiatric hospitals (NeuroDiagnosticInstitute, Evansville Psychiatric Children's Center, Evansville State Hospital, Logansport State Hospital, Madison State Hospital and Richmond State Hospital). DMHA provides funding support for mental health and addiction services to target populations with financial need and administers federal funds earmarked for substance abuse prevention projects.

Salary:The annual minimum starting salary for this position is $ 61,880.00.

About the Job:

The Database Analyst - Intermediate works within a state information technology division on most phases of database administration. The purpose of this position is toserveas the subject matter expert for all State Opioid Response (SOR) grant data, working with both the State Project Director and the Opioid Coordinator in leading and facilitating all data collection, reporting and analysis for the SOR State grant.

A Day in the Life:

The essential functions of this role are as follows:

  • Oversee the development and implementation of the evaluation plan for the SOR Project including the coordination of state regulation and data requirements.
  • Provide and facilitate project management and coordination of service delivery evaluation, quality assurance, data management and utilization processes.
  • Develop or adapt an existing data collection tool(s) or data system(s) necessary to evaluate program effectiveness/impact and SOR performance
  • Collect, manage, and convey data outcomes.
  • Facilitate and manage quality assurance and evaluation strategies for SOR quality and certification.
  • Facilitate consistent and on-going collection and monitoring of process and quality data and reports, and provide updates and recommendations to SOR state staff at least monthly. This includes monitoring and oversight of claims and non-claims data management.
  • Oversee and monitor data to ensure adherence to SOR standards and best practice care including the use of evidence-based practices, specific issues identified during a quality review, and other general program evaluation issues.
  • Works with State Team (SIT), and SOR Sites, and DMHA Quality Improvement team members to design a process for on-site quality improvement reviews of providers that are comprehensive and consistently implemented.
  • Collaborate with vendors, SOR State staff and SOR sites to facilitate the utilization of the SOR claims data and required non-claims data to inform the SOR process and provide quality performance and outcome measures. Establish a methodology to evaluate the data to provide process and quality performance and outcome measures.
  • Coordinate data collection and data analytic activities and results with SOR state staff and SOR sites to monitor and improve outcomes.
  • Facilitate analysis of SOR data reports, visual dashboard, monitor and report trends, benchmarks, substantial changes, and disseminate reports as applicable.
  • Collaborate with state technology systems to ensure data flow as needed for service delivery system and work to develop new data pathways that support integrated care.
  • Quality Reviewer of SOR Data analysis and compile narrative reports highlighting program analysis of SOR data.
  • Performs other duties as assigned.
  • Ensuring data completion and accuracy of required GPRA data entry from participating provider organizations;.
  • Facilitating GPRA provider training, inquiries and assistance.

What We're Looking For:

Minimum of Bachelor's Degree in behavioral health, public health, health administration, data informatics or a related field plus at least three years of related work experience in data analytics, program evaluation, and/or quality management. Master's degree preferred;

What You'll Need for Success:
  • Understanding of federal and state grant requirements surrounding data collection, timelines and reporting
  • High level competency with the Microsoft Office software including Word, Excel, Power Point and Access, as well as prior experience working with database systems
  • Ability to manage multiple processes, projects and priorities
  • Excellent analytical and problem-solving ability/skills.
  • Ability to communicate effectively, both orally and in writing
  • Ability to work effectively and collaboratively with providers of mental health and/or addiction services
  • Flexible, creative, assertive and able to work in a multiple task and multidisciplinary environment
  • Requires excellent written and verbal communication skills.
  • Requires in-depth knowledge of and ability to apply data analytics and informatics.
  • Requires dependability, attention to detail, effective time management, multi-tasking skills, flexibility and adaptability to respond quickly and appropriately to issues and needs.
  • The ability to participate in in-state and/or out of state travel as required with an occasional overnight stay.
Supervisory Responsibilities/Direct Reports:
This role does not provide direct supervision to direct reports.
This role may serve as a team lead for an assigned work group.

If this is an Intermittent position, the position does not offer benefits and is limited to 180 working days in an eleven (11) month continuous period.
