Job description

The Office of Teaching and Learning (T&L) provides school administrators and teachers with the professional learning and resources needed to engage students in rich and rewarding learning experiences. The Office of T&L comprises various academic and support departments, which work collaboratively to support student growth and progress in meeting or exceeding state standards for academic excellence.
The Data Manager will be responsible for leading the overall office data reporting strategy, systems and process maps for all departments within T&L. This position will work closely with the Office of Information & Technology Services and the Office of Network Support to ensure data procedures and reporting are aligned with district definitions, executed using established quality assurance processes, and meet the needs of schools and networks. The Data Manager will report to the Director of Business Operations and will lead a team of data professionals supporting T&L business units.
The Data Manager will be held accountable for the following responsibilities:

  • Design and execute a strategic plan for data process improvement across T&L, in line with broader district data strategy plans and processes
  • Supervise the T&L data team, consisting of data analysts and data strategists, providing leadership, guidance, performance management, and supporting their training and development
  • Manage reporting primarily via consistent use of the district Dashboard for all data reporting needs to ensure this central data repository is meeting the needs of various stakeholders; where department needs indicate, lead the development of new/additional iterations of reports in advance their inclusion in the Dashboard
  • In alignment with District data and reporting guidelines and standards, lead Office-wide efforts to establish, implement, and optimize department standards on report content and design, data documentation, data management, and quality assurance processes; engage in cross-departmental collaboration with departmental leadership and the T&L data team to ensure alignment with these standards
  • Proactively solicit and incorporate feedback from various stakeholder groups (e.g.; schools, Networks, CO) to ensure that all T&L reporting meets quality and design standards
  • Build, manage, document, and maintain queries through SAS and SQL Server
  • Ensure report assets abide by FERPA, SOPPA, and Chicago Public Schools guidelines regarding data security and privacy
  • Lead the T&L data team in gathering and translating business requirements from school, network, and district stakeholders into report designs
  • Communicate reporting changes, enhancements, and modifications verbally or through written documentation to management and other team members
  • Develop, document, and maintain detailed query specifications and report inventory related to reporting content
  • Research, coordinate, and complete special projects as necessary
  • Participate in the District's Data Analyst User Group
  • Act as the primary liaison between T&L, the Director of Data Analytics in ONS, and the Office of Information & Technology Services to ensure reporting-relevant workstreams are synchronized across departments
  • Other duties as assigned

In order to be successful and achieve the above responsibilities, the Data Manager must possess the following qualifications:
Education Required:
  • Bachelor's degree in a relevant field from an accredited college or university, preferably in Computer Science, Business, Information Systems, or a related field of study
  • Master's degree in a related field, preferred

Experience Required:
  • Minimum of five (5) years of professional experience in a role requiring data analysis, relationship management, and consultative skills, including the following, is required:
    • Minimum of two (2) years of experience managing direct reporting data staff
    • Experience writing code with data analytic tools/software (SAS, R, SPSS, STATA, etc.) and the ability to use or learn SAS
    • Experience using data to drive critical conversations and continuous improvement among peer and non-peer colleague groups

Knowledge, Skills, and Abilities:
  • Strong leadership and team building skills, e.g. ability to develop high-performing teams united around a clear vision for meeting individual and collective goals and achieving departmental success
  • Expertise in a range of data analytic tools and statistical software, including Excel, Google Sheets, SAS, SQL, Google Scripts
  • Excellent project management skills; capable of meeting established deadlines, adapting/responding to problems and changes, and exceeding customer expectations
  • Effective prioritization and time management capabilities, including the ability to manage multiple projects simultaneously while maintaining a high degree of accuracy and attention to detail, driving them to completion and achieving success with high-quality results
  • Ability to work independently and collaboratively to accomplish responsibilities, goals and projects
  • Strong written and verbal communication skills, including the ability to write detailed data reports and communicate data and methodological details clearly and accurately to non-technical audiences
  • Strong analytic, data management, and data visualization skills; ability to define problems, analyze data, and outline valid conclusions and action steps
  • Effective strategic thinking and planning capabilities, including the ability to establish long-term vision and goals, and align/manage activities toward goal fulfillment
  • Ability to build collaborative relationships with a variety of constituent groups, including external partners, to ensure the entire system operates in the most effective manner possible
  • Ability to build collaborative relationships with a variety of stakeholders

Conditions of Employment
As a condition of employment with the Chicago Public Schools (CPS), employees are required to:
  • Establish/Maintain Chicago Residency - Employees are required to live within the geographic boundaries of the City of Chicago within six months of their CPS hire date and maintain residency throughout their employment with the district. This Chicago residency requirement does not apply to part-time/temporary positions, however, all CPS employees must be residents of Illinois.
  • Be Fully Vaccinated Against COVID-19 - Unless approved for a medical or religious exemption, all employees are required to be up-to-date on COVID-19 vaccinations, including boosters, and to submit proof of vaccination to the district within 30 days of hire. "Up-to-date" on vaccination is defined as being at least two weeks past all primary vaccine doses and any applicable boosters.
