We're seeking a Data Governance & Release (DGR) Manager to oversee the agency's Data Governance and metadata management processes, facilitating best practices and compliance across the agency. As one of the senior leaders on HCA's DATA team, you'll report to HCA's Chief Data Officer and help shape our agency's data strategy and governance framework. Your role encompasses overseeing best practices in Data Governance, data quality management, metadata, data sharing, and much more. This critical role interfaces with state agencies and plays a pivotal role in legislative impact analysis. About the division:
The Health Care Authority's mission is to provide high quality health care through innovative health policies and purchasing strategies. The Clinical Quality and Care Transformation Division (CQCT) is responsible for designing and implementing clinical policy; conducting oversight and monitoring of all clinically related programs; and communicating with stakeholders, providers, plans, and delivery system partners on clinical activities and issues. The Data Team (DATA) of the Health Care Authority is responsible for leading the Washington State Health Information Technology (HIT) strategy; leading Data Strategy for the Agency; and leading the implementation, maintenance, and enhancement of the data management, analytics and reporting systems that inform Agency leadership in support of HCA's purpose and goals, as well as for improving and monitoring agency and program performance to ensure accountability and alignment with all agency activities.
About the position:
The Data Governance and Release (DGR) Manager reports to HCA's Chief Data Officer. The DATA Team within the Division of Clinical Quality & Care Transformation, under the Chief Data Officer, is responsible for setting the agency data strategy and governance framework. The Data Governance (DG) Program develops policies, oversees, audits, and is accountable for enterprise-wide data-management best practices, data quality management (establishing and managing a strategy), meta-data management, data sharing and access, and data warehouse/business intelligence/ advanced analytics governance. This position serves a critical role in the analysis of proposed legislation and the impact of potential laws on the data that HCA manages on Washington Medicaid clients, Behavioral Health, and State Employees. This position also independently reviews proposed legislative bills to identify impact to HCA's data assets, potential agency resourcing needs, and conflict with existing state and federal laws.
This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.
Duties
Some of what you will do:
  • Lead the formulation, development, implementation, execution, and monitoring of strategic objectives and tactics related to the Data Governance and Metadata Management Domain of HCA Data Strategy.
  • Lead the strategy domain workgroup that oversees implementation of all tactics under the HCA data strategy's DG domain.
  • Provide oversight to cross-divisional tactic solution teams in their efforts to execute the priorities of HCA data strategy's DG domain.
  • Provide updates to the HCA Data Governance and Oversight Committee on progress of implementing the DG domain tactics.
  • Collaborate closely with senior leadership to set the Data Governance strategy and define success criteria for enterprise-wide Data Governance and Metadata Management initiatives.
  • Effectively create and implement Organization Change Management (OCM) for rolling out Data Governance initiatives.
  • Develop and oversee the agency-wide Data Governance framework (to include people, policy/process, and technology).
  • Develop Data Governance strategy in support of the data interoperability and utilization needs for internal and external HCA data assets such as the Clinical Data Repository (CDR).
  • Lead the development of consent management guidance, tools, and templates for the state of Washington to comply with 42 CFR Part 2 to support Physical and Behavioral health integration.
  • Provide thought leadership to OCIO on state guidelines for Data Governance. Ensure all Data Governance policies and procedures adhere to both state and federal law and policy, such as HIPAA, OCIO 141.10, HCA Security Policy 6-16, etc.
  • Convene and facilitate working groups of data stewards, business, and technical support to address critical data issues that involve multiple program areas. Coordinate the resolution of data integrity gaps by working with the business owners from across all Divisions.
  • Act as the primary liaison and point-of-contact for all communication and collaboration with Washington State Institutional Review Board (WSIRB).
  • Advise HCA executive leadership in all matters pertaining to data exchange and sharing with external entities.
  • Establish, manage, and drive adoption of an enterprise-wide data request tracking tool to ensure data is shared consistently, compliantly, and correctly within and outside of the agency, in collaboration with Enterprise Technology Solutions, Financial Services Division, and other teams which report to the Chief Data Officer.
  • Develop positive working relationships with DATA leadership team, continually building and participating in a collaborative team environment. Provide thought leadership and participate with projects that involve any of the upstream or downstream data flows and processes.
Qualifications
Required qualifications:
  • Bachelor's degree in computer science, Management Information Systems, Business Administration, or closely related field
AND
  • Five (5) to seven (7) years of progressively responsible experience as a data or analytics professional working with large mission critical systems that includes significant analytics capabilities. This position requires both a mix of education and experience to be successful, and especially in the realm of data management or data quality and business intelligence delivery.
  • Demonstrated experience and knowledge of Data Governance and information architecture best practices.
  • Data/information governance experience or expertise at an enterprise level.
  • Ability to establish and maintain a high level of customer trust and confidence.
  • Strong analytical and conceptual skills; ability to create original concepts/theories for a variety of stakeholders.
  • Experience creating information and Data Governance policy to support effective design of information systems and use.

  • High-level understanding of relational database management systems and other data structures.
  • Knowledge of data warehouse methods, tools, standard techniques, and capabilities including the ability to analyze and
  • develop business and technical processes to support the data warehouse and associated components.

  • subordinates.
  • Strong interpersonal skills including ability to mediate multiple perspectives and come to a resolution or
  • recommendation.
  • Strong communication skills, especially with both technical and non-technical audiences.
  • Flexibility in balancing competing demands and responding to changing requirements.
  • Experience in leading process development and revision.
Preferred qualifications:
  • Knowledge of applicable healthcare related data handling regulations and law including (but not limited to), HIPAA, NIST, HITECH, etc.
  • Experience with large, complex healthcare systems and data/analytic solutions.
  • Experience with data modeling or data integration.
  • Experience with Data Governance models, administration, etc. preferable.
  • Experience with Master Data Management tools and practices.
  • Project management and group facilitation experience.
  • Administrative or managerial experience in healthcare.
