EMPLOYMENT OPPORTUNITY

Position:Data Engineer

Rate of Pay:$8,607.75- $13,774.50 monthly ($103,293 - $165,294 annually)

Position Description/Requirements: Under the direction of the Information Technology (IT) Director, the Data Engineer will analyze, organize, and construct cloud-based data systems and pipelines to ensure data quality and reliability. Additionally, they will evaluate and oversee Data Engineering requirements, providing leadership and mentorship to the data team to align with organizational goals. Leveraging advanced expertise in data technologies, the engineer will advise on technical strategies for data infrastructure and team staffing, while meeting the data-driven needs for Puget Sound Fire (PSF). Puget Sound Fire Overview: Puget Sound Regional Fire Authority is an internationally accredited full-service, all risk fire and rescue department that provides services to the citizens of Covington, Kent, Maple Valley, SeaTac, Tukwila, and Fire Districts 37 & 43. Our workforce is comprised of approximately 450 employees.

Work Location:Your main office will be at the South King County Fire Training Consortium (SKCFTC), located at 20811 84th Ave. S., Suite 102 in Kent, WA. You may report to various stations throughout our service area.

Typical Schedule: Working a day shift; typically a 10 hr. day, four days a week

Union Membership: No. This is an exempt, non-union position.

GENERAL PURPOSE:

Under the direction of the Information Technology (IT) Director, the Data Engineer will analyze, organize, and construct cloud-based data systems and pipelines to ensure data quality and reliability. Additionally, they will evaluate and oversee Data Engineering requirements, providing leadership and mentorship to the data team to align with organizational goals. Leveraging advanced expertise in data technologies, the engineer will advise on technical strategies for data infrastructure and team staffing, while meeting the data-driven needs for Puget Sound Fire (PSF).

ESSENTIAL FUNCTIONS:

  • Supervise, lead, and mentor data team members.
  • Share in the development of IT department strategic goals, deadlines, and key performance indicators (KPI’s).
  • Coach personnel to meet department mandated KPI’s while maintaining department initiatives.
  • Prepare and manage budgets for data support and maintenance.
  • Analyze and organize raw data from various sources to ensure data integrity and quality.
  • Build and maintain cloud data systems and pipelines to support data acquisition, transformation, and storage.
  • Evaluate business needs and objectives to identify data requirements and develop scalable solutions.
  • Conduct complex data analysis, perform data profiling, and generate meaningful insights for reporting.
  • Apply advanced analytical techniques, including machine learning and artificial intelligence, to extract deeper insights from data and create predictive models for incident management and resource allocation.
  • Prepare data for prescriptive and predictive modeling by cleaning, transforming, and aggregating data.
  • Build algorithms and prototypes to support data analysis and modeling efforts.
  • Combine raw information from different sources to create unified data sets for analysis.
  • Explore ways to enhance data quality, reliability, and performance of data systems and processes.
  • Identify opportunities for data acquisition and implement strategies to acquire and integrate new data sources.
  • Develop analytical tools and programs to automate data processes, optimize workflows, and improve efficiency.
  • Leverage APIs for data integration, enrichment, automation, and real-time streaming to enhance data capabilities and enable seamless data flows within the organization's infrastructure.
  • Stay up to date on new technologies, innovative tools, and platforms.
  • Ensure comprehensive documentation of data pipelines, API integrations, and data transformations to facilitate knowledge sharing, maintain data governance, and enable efficient troubleshooting and maintenance.
  • Implement data quality assurance processes to proactively identify and rectify data anomalies, errors, and inconsistencies.
  • Contribute to the development of a data strategy and roadmap that aligns with the organization's long-term goals, including the adoption of emerging technologies and industry best practices.
  • Administer production and test environments and perform testing on all revisions, customizations, and version upgrades in test environments prior to production system implementation.
  • Collaborate with various departments, including business staff and operations crews, to understand their unique data needs and provide tailored solutions.
  • Adhere to agency version and change control systems procedures and policies.
  • Plan, coordinate and manage special projects of limited scope as assigned; coordinate schedules with vendors, other groups within the Information Technology division and other PSF divisions.

SUCCESSFUL INCUMBENTS FOR THE POSITION WILL HAVE:

Knowledge:

· Advanced working knowledge of SQL and experience working with relational databases.

· Familiarity with a variety of databases and ability to write complex SQL queries.

· Strong understanding of modern cloud data warehousing concepts and experience with data integration tools, data lakes, and Snowflake.

· Knowledge of big data technologies such as Hadoop, Spark, and Kafka.

· Proficiency in AWS cloud services, including EC2, S3, EMR, RDS, and Redshift.

· Experience with data pipeline and workflow management tools like Azkaban, Luigi, and Airflow.

· Familiarity with data visualization and business intelligence tools such as PowerBI, Tableau and Sigma, and techniques for creating intuitive and interactive dashboards that empower end-users to explore data.

· Experience with data quality management tools such as Talend and Informatica.

· Familiarity with stream-processing systems such as Storm and Spark-Streaming.

· Solid programming skills in Python, R, SQL, SAS, Java, or similar languages.

· Understanding of Data Engineering principles, data modeling, and data governance.

Skills:

· Strong problem-solving and analytical skills with the ability to work with complex data sets.

· Experience supporting and collaborating with cross-functional teams in a dynamic environment.

· Proficient in building processes supporting data transformation, metadata management, and workload management.

SKILLS FOR THE POSITION MAY BE GAINED THROUGH EDUCATION, CERTIFICATION, RELEVANT JOB EXPERIENCE OR A COMBINATION, SUCH AS:

Education:

Bachelor's degree in Computer Science, Data Science, Information Systems, or a related field.

Experience:

Minimum of 8 years of experience in Data Engineering, data integration, or a similar role. One year (1) experience acting in a supervisory or management role.

Preferred:

Administrating and optimizing AWS cloud infrastructure.

Data governance practices and regulatory compliance.

Building scalable and efficient data pipelines.

Or:

In place of the above requirement, the incumbent may possess any combination of relevant education and experience which would demonstrate the individual's knowledge, skill, and ability to perform the essential functions listed above.

LICENSES AND OTHER REQUIREMENTS:

  • Proficient with all Microsoft Office 365 Products, including but not limited to Excel, Word, PowerPoint, Outlook, Planner, Projects, etc.

PHYSICAL DEMANDS AND WORKING CONDITIONS:

While performing the duties of this job, the employee is regularly required to sit for extended periods of time; use hands to finger, handle, or feel; and talk and hear. The employee frequently is required to type on keyboard for extended periods of time.

Work is performed in a typical Information Technology environment, which includes an office, a technical workstation, a computer room with a controlled environment, as well as working with customers on site.
