Under the general direction of the Data, Information, & Analytics Services Supervisor (Information Technology Supervisor II) the Information Technology Specialist I serves as a Data Developer Architect of the Lottery's complex Business Intelligence (BI) and Data Analytics platforms. The incumbent performs design, development, testing, operation, and maintenance of BI, Data Analytics, reporting and software systems. The incumbent has practical knowledge of Business Intelligence, Business Analytics, Data Warehousing, Data Engineering, and Reporting systems. The incumbent has experience developing such systems with SQL, OLAP/SSAS, SSIS, Azure Synapse Analytics, dedicated SQL pools, data lakes, Databricks, Snowflake, Python, DAX, MDX, ETL/ELT, data pipelines, Power BI or equivalent technologies. Duties encompass researching, designing, documenting, developing, and troubleshooting systems performing data: ingestion, storage, processing, transformation, modeling, integration, quality, governance, and visualization. The incumbent must possess exceptional analytical skills to assimilate and clearly understand Lottery data warehouse architecture and design along with its value to the organization. The incumbent must possess excellent communication skills to provide effective, concise, and factual presentations of the architecture, surrounding technology, data, and information requirements to ITSD staff and business stakeholders. Responsibilities include participation in defining and maintaining standards, processes, and procedures for the business intelligence and analytics applications and systems. The duties in this position encompass Software Engineering and Systems Engineering domains, however work may be assigned in other domains as needed.

This position is headquartered at the Sacramento HQ and is eligible for either a remote-based or office-based telework schedule. Employees must be able to report to their assigned headquarters office as needed. Travel expense to and from the assigned headquarters are the responsibility of the employee. Eligibility for telework requires employee residence in California per California Government Code Section 14200 which states: "telecommuting means the partial or total substitution of computers or telecommunication technologies, or both, for the commute to work by employees residing in California.

Working Conditions
The Data Developer Architect will work in a fast-paced environment, with competing priorities, and critical deliverables.
a. Schedule: This position has work hours from 8:00 a.m. to 5:00 p.m. after hours work. May require occasional work after hours, on weekends, and on holidays.
b. Travel: Statewide overnight travel may be required.
c. Other: This position may be required to carry a Lottery issued cell phone. This position may be required to be reachable outside of normal business hours.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Demonstrated experience designing, developing, testing, and maintaining various BI and Data Analytics data processing functions such as: ETL/ELT, pipelines, data cleansing, data migration, data integration and transformations, data loading to warehouses/data lakes/data marts using: T-SQL, Python, MDX, DAX, Azure Data Factory, Azure Synapse Pipelines, SSIS, dedicated SQL pools, SQL Server, and equivalent tools.
  • Demonstrated experience designing, implementing, and maintaining various data models, database designs, data warehouse designs, data lakes, tabular cubes and equivalent data structures and architectures for Business Intelligence (BI) and Data Analytics systems.
  • Demonstrated experience analyzing requirements, designing, and building reports, dashboards, and visualizations in BI and Data Analytics systems using Power BI, SSRS, Tableau, and equivalent technologies.
  • Demonstrated experience designing, implementing, and maintaining BI and Data Analytics systems using cloud architectures and cloud technologies including Azure, Azure Data Factory, Azure Analysis Services, Azure Data Lake, Azure Synapse Analytics, Data bricks, Snowflake, and equivalent technologies.
  • Demonstrated experience performing operational support, maintenance, troubleshooting, and resolution within a BI and Data Analytics systems.
  • Demonstrated experience with application development standards, SDLC best practices, unit testing, peer code review, defect triage/ tracking/resolution, CI/CD, DevOps, and writing various software documentation such as ERD diagrams, data flow diagrams, and data dictionaries and other SDLC artifacts to support BI and Data Analytics systems.
  • Demonstrated experience working independently as a high-level technical specialist collaborating with business analysts, data analysts, developers, technical experts, project management teams, program/business stake holders and internal and external partners to develop BI and Data Analytics solutions.
  • Excellent written and verbal communication skills and strong interpersonal and customer service skills with the ability to adjust to changing priorities and quickly respond to urgent matters.
