Job description

This position is assigned to the HHSC Data Center Server, Server Infrastructure, and Operations Division. Develops and maintains functional and technical specifications documents by preparing detailed flowcharts, tables, reports, and other descriptive materials for documenting the systems' lifecycles. Supports capacity and per-unit cost reports. Manages a continual cost-benefit / savings analysis program. Provides increased visibility into the allocation of DCS resources; funds, hardware, and software; across state Data Center services as well as outsourced Data Center services. Develops "what-if" scenarios to adjust resources when plans or priorities change. Tracks budgets versus actuals. Prepares the biennial DCS Legislative Appropriations Request (LAR) template. Manages the lifecycle of DCS resources. Prepares canned and ad hoc performance reports to DCS and HHSC management.

Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
This position will perform systems analysis work for the DCS contract related to HHS systems. This includes:
  • Collaborate with the DCS vendor's technical team to oversee the development of cost estimation documents

  • Analyze cost estimation documents developed and provided by the DCS vendors to ensure they align with budget projections.

  • Edit documentation to provide clarification and/or corrections, coordinate feedback with the affected HHS agencies.

  • This position will also perform strategic planning actions for the HHSC systems within the DCS program. Tasks would include:
  • Develop monitoring processes and methodologies to assess the capacity and lifecycles for HHS servers within the DCS program

  • Collaborating with the DCS vendors and agency business areas to track and manage lists of hardware and software products,

  • Tracking the hardware and software versions to include the manufacturer's end-of-life schedules,

  • Collaborate with DCS technical teams to identify appropriate technology infrastructure roadmaps for HHSC review/approval,

  • Work with agency and vendor teams to plan, coordinate, and implement approved infrastructure upgrades.

  • This position will also perform cost containment functions, which include:
  • Technical analysis of the storage utilization and the backup and recovery data for HHSC systems within the DCS program.

  • Collaborating with the DCS vendors to obtain the storage and backup/recovery details for each server,

  • analyzing details provided to determine if duplicate data exists,

  • identifying data files which have not been accessed in an extended period.

  • Coordinating reviews with the data owners and business customers to identify potential changes

  • use established tools and processes to submit recommended changes for vendors to apply to applicable servers.


  • Knowledge Skills Abilities:
    Knowledge of Legislative Appropriation Request Preparation, hardware/software lifecycle management, hardware/software currency, performance reporting, budget forecasting, and management.
    Knowledge of project management theories and practices; of systems and procedures used to evaluate third-party vendor’s cost estimates; and of local, state, and federal laws and regulations relevant to the DCS systems.
    Knowledge of the Department of Information Resources (DIR) statewide Data Center Services (DCS) contract.
    Knowledge of CMDB data usage in various processes-e.g. Incident, Problem, Asset, Change
    Knowledge of Discovery and Service Mapping tools and ITIL Foundations
    Ability to exercise sound judgment in making critical decisions; to analyze complex information, identify issues, and develop plans to address/mitigate issues; to demonstrate collaboration, negotiation, and facilitation skills; to review reports and documents; to communicate effectively; and to coordinate the work of others, including the DCS service providers.
    Ability to perform basic project management tasks including planning activities/tasks, tracking issues, monitoring schedules, organizing priorities, coordinating meetings, and addressing multiple priorities.
    Ability to prepare and present professional and effective written communications.

    Registration or Licensure Requirements:

    Initial Selection Criteria:
    Bachelor’s or higher degree in the IT field or related study preferred, Work experience in the IT field may be substituted year for year for the education requirement.
    Seven (7) years of progressively responsible professional experience. At least five (5) years of the required experience should be in one of the following:
  • Experience with CMDB (Configuration Management Database)

  • Experience analyzing processes and adherence to processes and creating reports.


  • Additional Information:
    This position can telework 100% from any location in Texas consistent with HHS telework policies. Applicants from outside Texas must be willing to relocate within 60 days of hire
