THE POSITION
Please Note: this is a limited duration position funded through June 30, 2026 with the potential to become a permanent position.
The Department of Housing Services is looking for a Data and Evaluation Team Homeless Management Information System (HMIS) Specialist, anew and critical team member, to join our Data and Evaluation team within the growing Homeless Services Division. The role will work closely with our coordinated entry system and data management team to ensure data quality of our HMIS data management system.
The Data and Evaluation Team HMIS Specialist will assist in developing procedures, training and supporting users, and monitoring data quality control to ensure a sound system of data management that supports the development, efficacy, and overall outcomes of the program. This position is eligible for a hybrid work schedule, with an option of working remotely two - three days per week.
The ideal candidate will:
  • Demonstrate a strong understanding of policies and procedures that advance equity and inclusion in data management systems.
  • Have a broad understanding of data management systems, ideally the Homeless Management Information System used by Continuum of Care entities, or other data management systems that track programmatic inputs, outcomes to better serve the community.
  • Have familiarity with the concept of a Coordinated Entry System.
  • Thrive in developing and managing program procedures, training, evaluation, and monitoring with the ability to interpret regulations and policies for program application.
  • Enjoy data quality management responsibilities while skillfully managing relationships with colleagues and partner organizations to ensure compliance with monitoring requirements.
  • Have advanced organizational skills with the ability to handle multiple assignments simultaneously.

The Homeless Services Division works collaboratively across departments, with partner public agencies, and community-based organizations to design, implement, and oversee dynamic services addressing homelessness and creating housing stability across the County. Our expanding programs fund outreach, shelter, housing placement and retention services, along with permanent supportive housing for more than 3,000 people every year. ESSENTIAL JOB DUTIES
Duties may include:
• Developing and conducting training for HMIS Users.
• Maintaining privacy and security compliance of HMIS Users.
• User record keeping including HMIS license tracking.
• Performing HMIS system administration tasks associated with program set up, user profile maintenance, and program assessment maintenance.
• Understanding, communicating, and correcting HMIS data entry as concerns arise to ensure smooth access to the Coordinated Entry System for persons experiencing a housing crisis.
• Developing and maintaining internal controls and reference materials to promote data quality and data timeliness standards in alignment with various reporting requirements.
• Supporting Coordinated Entry System related case conferencing meetings to ensure HMIS data entry is corrected/updated in real time.

MINIMUM QUALIFICATIONS
Education and Experience:
  • An Associate's Degree in a social service, business administration, or related field; AND
  • One (1) year of work experience in program administration, development, evaluation, or coordination, and /or contract administration; OR
  • Three (3) years of work experience in program administration, development, evaluation, and/or contract administration.
Additional Licenses, Certificates, Physical Abilities, and Specialty Requirements:
  • Must pass a criminal history background check post offer.

Selection Process:

2. Week of March 3, 2024: A minimumqualification evaluation of training and experience of submitted application packets will be performed by Human Resources.
3.Week of March 10, 2024: A Subject Matter Expert (SME) Panel will perform an evaluation of experience and training taken from your employment application materials including responses to the supplemental questionnaire. This review may take up to two weeks to complete.
4. Our goal is to schedule oral panel interviews with candidates that successfully passed the SME evaluation step as soon as possible.

This is a non-represented position and is not covered by a collective bargaining agreement.
Regular and limited duration full-time employees working 30 hours or more per week and job share employees are eligible for benefits beginning on the first of the month following employment.
