Job Title:Data and Evaluation Specialist
Grade: 25
Salary: $46,027.50 - $55,557.50
The Research Foundation for Mental Hygiene is seeking a qualified candidate to fill a part time (17.5 hours a week and 50% of full-time effort) Data and Evaluation Specialist working in the Bureau of Community Awareness, Action, Response, and Engagement (BCAARE).
BCAARE engages and supports community action to learn from community members' experiences and expectations to develop and disseminate behavioral health linkages and supports for wellness, and for preparing for and responding to local and widespread events and emergencies. The bureau invites and includes peer perspectives to integrate equitable access to behavioral health across sectors and settings. BCAARE is organized into five main offices including Behavioral Health Emergency Preparedness and Response, Community Engagement and Training, Consumer Affairs, Data Aggregation, and Translation and Analytics. Key programs, initiatives, and collaborations include Connections to Care: Building Resilience for Youth, Community Covid Conversations (3C), NYC Project Hope, Resilience and Emotional Support Team (REST), and the Mayor's Subway Safety Plan.
COMHPS (Community Mental Health Promotion and Support) is a community mental health outreach program funded by the New York State Office of Mental Hygiene (OMH) and operated locally by the New York City Department of Health and Mental Hygiene (DOHMH) in conjunction with the Research Foundation Mental Hygiene. COMHPS Program aims to support New Yorkers with subclinical mental health needs and establish, maintain, and improve individual and community mental health and wellness. Through DOHMH contracts with local community-based organization (CBO)s, COMHPS will provide community engagement, mental health wellness promotion, individual screenings for mental health conditions, brief counseling, and referral to mental health and community resources.
Duties and Responsibilities:
COMHPS Data and Evaluation Specialist will provide data management, visualizations, and reporting; assist with literary research on similar programs; and help facilitate coordination with contracted CBOs to inform operations and service delivery. Specific duties will include:
  • Partner in the development, planning, implementation, and Evaluation of COMHPS
  • Design and create evaluation and other data presentations and reports for dissemination to leadership, partners, and other stake holders as needed.
  • Explore Data and identify key benchmarks and investigate potential areas for programmatic improvement to better inform leadership.
  • Collaborate with partners to explore implementation strategies and best practices.
  • Create visualizations of programmatic data that are clear, easily understood, and informative.
  • Provide administrative support for evaluation activities, including developing and submitting any regulatory materials required.
  • Collate and disseminate mental health and technology resources to provider community.
  • Explore current literature on mental health for recent and on-going developments, sources of information related to racial equity, diversity, and inclusion, mental health equity and trends.
  • Conduct research on assessment tools and screeners appropriate for mental health and community-oriented settings.
  • Use information gathered to inform COMHPS services at various levels and address service gaps.
  • Meet with providers regularly to provide programmatic and Evaluation support as needed.
  • Assist with other duties, tasks, and special projects as needed.

Minimum Qualifications:
  • BA or BS degree from an accredited four-year institution, in public health, epidemiology, statistics, economics, social work, psychology, sociology, human services or a related field and at least of 2 years of evaluation and/or research experience in behavioral sciences or a related field, OR a master's degree in one of the above fields and at least 1 year of evaluation and/or research
  • 1 year experience working with visualizing aggregate data using tools such as R, Tableau
  • 1 year experience with creating dashboards and using tools such as PowerBi.
  • 1 year analytics and coding experience (e.g., MS SQL, R, Python, SAS, STATA, Tableau)
  • 1 year experience with community outreach, including communication and engagement with community stakeholders.

Preferred Qualifications:
Knowledge of Tableau and or R for visualization
  • Prior experience developing evaluation plans and tools.
  • Ability to collaborate with variety of stakeholders.
  • Ability to manage competing priorities and adapt to a rapidly changing environment and needs.
  • Strong verbal and written communication skills
  • Ability to take initiative and work independently and as a team player.
