Description
The Fleet Analyst reports administratively to the Management Services Section in the Support Services Bureau of the Detroit Police Department. The Fleet Analyst is responsible for the following;

Tracking the purchasing/leasing/renting of vehicles to support the needs of the Detroit Police Department.
• Perform analysis and generate robust and clear reporting on various fleet related topics, including: acquisition status, fleet composition and vehicle costs.
• Performing research and analytical work for Fleet Management particularly in the areas of cost management, vehicle replacement schedules, performance benchmarking, action plan tracking, and staffing requirements.
• Plans, coordinates, and administers the department's vehicle and specialized equipment replacement program; reviews fleet status, analyzes equipment usage and makes recommendations based on identified needs; and allocates and distributes vehicles to assigned staff.
• Analyzes the department's vehicular needs and allocates vehicles to units accordingly.
• Track and record departmental motor vehicle accidents.
• Submit proposals and maintain vehicle repair and maintenance contracts.
• Conduct audits and inspections to ensure that vehicles are being repaired, maintained, and utilized properly.
• Coordinate the purchase and deployment of all department vehicles.
• Coordinate the preventative maintenance of all department vehicles.
The Fleet Analyst reports to the Lieutenant of Fleet Management. This position works collaboratively across units, departments, and agencies to advance strategic priorities of the Detroit Police Department.
SPECIAL NOTE: This is an at-will appointment, and the candidate selected serves at the pleasure of the Chief of Police.

• Two to three years of experience in fleet analytics
• Municipal or Commercial fleet experience
KNOWLEDGE, SKILLS AND ABILITIES:
• Knowledge of databases and experience with Microsoft, Excel, and large datasets.
• Proficient in processing, inspecting, transforming and modeling data with the goal of discovering useful information, informing conclusions, and supporting decision making.
• Skill in producing clean, articulate reports.
• Knowledge and understanding automotive supply chain and related logistics.
• Strong analytical skills, with an eye for clear messaging.
• Working with different Department units to understand how their operations affect their vehicle needs.
• Communicating with vendors and managing contracts.
• Strong organizational skills.
• Preparing and maintaining accurate and concise records and files.
• Performing a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.
• Experience with
o Microsoft Suite: generating and manipulating Excel documents.
o Smartsheet: managing an environment of interconnected, dynamic trackers.
o Reporting: Summarizing analysis and distilling communications into clear narratives.
• Knowledge of LEAN, Six Sigma, or other process improvement methodologies.
• Preferable knowledge of basic functions of law enforcement agencies, governmental agencies, and non-governmental organizations.
• Knowledge of databases, entry into databases, and tracking and presenting data.
• Skill in utilizing business and policy acumen to analyze and solve complex problems.
• Skill in qualitative and quantitative data analysis and communication.
• Skill in communicating verbally and in writing.
• Skill in developing program/project vision, action plans, schedules and key metrics.
• Skill in facilitating meetings, communication, and the completion of key project deliverables.
• Skill in launching and leading cross-functional teams.
• Ability to conduct and apply research to improve a large agency.
• Ability to work in a self-directed, entrepreneurial manner.
• Ability to work in a fast paced environment.
• Ability to build relationships within and across organizations and units.
Medical Plan Offering for Administrative Special Services Employees
The City of Detroit is pleased to continue to provide a medical plan option to our Administrative Special Services Employees for the 2020 plan year. This plan is provided by Blue Care Network of Michigan and utilizes their PCP Focus Network. This plan provides you with the opportunity to receive an enhanced level of benefits and pay less out of your paycheck for your medical plan. There are two important requirements that you should consider and understand if you should decide to enroll in this plan. You will have to choose a primary care physician that serves within the PCP Focus network. This primary care physician coordinates your care. The network includes over 22,000 Primary Care Physicians. There are also Wellness Requirements that you (the subscriber) must meet in order to remain in the enhanced level of benefit.
Administrative Special Services Staff (Exempt) are eligible for the following benefits:
  • CURRENT SICK LEAVE - Granted (3) months of continuous service. (1) day per month, not to exceed (12) days per year.
  • VACATION - Granted (1) day per pay period, not to exceed 20 days per fiscal year
  • PAID HOLIDAYS - Granted if paid for 600 straight time hours in the (12) months prior to the holiday
  • MILEAGE REIMBURSEMENT - Granted on same basis as regular employees.
  • WORKERS COMPENSATION - Covered by applicable laws.
  • UNEMPLOYMENT COMPENSATION - Covered by applicable laws.
  • HOSPITALIZATION - You are eligible to purchase healthcare benefits for yourself and your dependents under a group rate. You will be responsible for the full premium, no employer contribution will be applied.Please review the Health Care Plan Options Booklet for more detailed information.
  • This position is not eligible for the City Pension Plan, dental, vision, optical, death, life, disability, funeral, reserve sick or jury duty.
Administrative Special Services Staff (Non-Exempt) are eligible for the following benefits:
  • CURRENT SICK LEAVE - Granted (3) months of continuous service. (1) Day per month, not to exceed (12) days per year.
  • VACATION - Granted on the following basis:
