Responsible for the development and implementation of data analytics and reporting systems and tools. Determine strategic objectives and provide leadership in advocating the use of data analytics. Understand and accommodate user needs and provide solutions to enhance business decision-making capabilities. Support strategic objectives based on an informed, fact-based, and analytical understanding of the workforce at Public Safety Departments.

- Responsible for project leadership, project planning, design, and implementation of workforce planning components of major workforce analytic efforts.
- Interview process owners to understand the business problem, document solutions, and timeline.
- Write programs to analyze data in a complex data environment and advances cross-functional workforce planning projects thru project management and consultative services.
- Define system requirements, conduct gap analysis, and identify alternative solutions that meet project development standards as well as project milestones and deadlines.
- Conceptualize, research, design and develop and deliver complex reports and analyses to support the Public Safety's strategic objectives.
- Develop business applications to provide a comprehensive suite of data analytics and planning self-service solutions from a variety of County systems.
- Member of cross-organizational end-user support team responsible for maintaining production systems including developing processes for triaging and addressing production support issues.
- May conduct regression analyses of data to provide expected ranges of datasets, equity reviews, or reclassification data requests.
- Ensure compliance with County policies, procedures, and requirements and applicable legal regulations.
- Responsible for developing, testing, and generating reports from a host of systems and delivering results to clients.
- Provide support on various analyses and reporting services that include conducting complex statistical and quantitative analyses and presenting data in written reports, oral presentations, and graphical displays.

Knowledge/ Skills:
- Proven working experience as a Data Analyst or business Data Analyst.
- Technical expertise in data models, database design development, data mining, and segmentation techniques
- Knowledge of reporting packages (Business Objects etc), databases (SQL etc), and programming (XML, Javascript, or ETL frameworks)
- Knowledge of statistics and experience using statistical packages for analyzing datasets (Excel, SPSS, SAS, etc)
- Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.
- Adept at queries, report writing, and presenting findings.
- Bachelor's Degree in Business Administration, Mathematics, Economics, Computer Science, Information Management or Statistics, or a related field from an accredited educational institution and;
- Four (4) years of work experience in Business Administration, Mathematics, Economics, Computer Science, Information Management or Statistics, or a related field of which two (2) years must be in a supervisory capacity.
- Any combination of education and experience in Business Administration, Mathematics, Economics, Computer Science, Information Management or Statistics or related discipline totaling eight (8) years.
- Related education and experience may be substituted at a rate of thirty (30) semester hours equal to one (1) year experience.
Work is performed primarily in an office setting. Work schedule may include evening, weekend, emergency call and call-back hours. Some travel may be required. While performing the duties of this job, the employee regularly is required to stand, walk, and sit; use hands to finger handle or feel; reach with hands or arms; climb or balance; stoop, kneel, crouch, or crawl; and talk or hear. Clarity of vision at short distance required. May be required to lift up to 50 pounds on occasion. Ability to lift 50 pounds. May be subject to exposure to electrical hazards; to dust, fumes, airborne particles, or allergens; and to CRTs and VDTs.
Conditions of Employment:
Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening. Additionally, selected candidate must submit to and pass a county paid criminal background screening. Selected candidate must possess and maintain a valid New Mexico Class D Driver's License as incumbent shall be appointed to drive a County vehicle during the performance of his/her duties.
