Cybersecurity System Engineer

GENERAL RESPONSIBILITIES
Under general supervision, the Cybersecurity Systems Engineer designs, implements, and supports the security and infrastructure of systems, servers, peripherals, and network devices. The Cybersecurity Systems Engineer also analyzes, plans, designs, implements, maintains, troubleshoots, and enhances large complex systems and networks security systems, processes, and policies (including but not limited to server virtualization, LANs, WANs, wireless technologies, and the physical and logical components that integrate these systems together as an enterprise networking backbone).
Incumbent serves as a technical architect and systems integrator for large complex systems or networks and is responsible for engineering and supporting standardized solutions that are reliable, scalable, manageable, secure, and accessible.
Employees in this position serve as the lead technical person in a work unit and provide consultation to other IT job classifications. Employees in this classification work with limited
supervision within a framework of standard policies and procedures.
DUTIES AND RESPONSIBILITIES
The following duties are typical of those performed by employees in the classification, however, employees may perform other related duties not listed, and not all duties listed are necessarily performed by each employee.
  • Assist in the creation of security policies and procedures and ensure security policies are applied correctly and meet current requirements.
  • Manage and maintain the District’s network authentication systems for wired and wireless network access.
  • Manage security policies on firewalls and for servers and ensure those policies are applied appropriately and meet current requirements.
  • Perform security upgrades on the District’s critical IT infrastructure.
  • Monitor security systems and identify, troubleshoot, diagnose, resolve, and report IT security problems and incidents; help coordinate and conduct investigations of suspected breaches in IT Security.
  • Perform effective patching and anti-virus practices for workstations and servers district-wide.
  • Lead assigned Cybersecurity, system, and network-related projects.
  • Contribute to the design and implementation of the District user directory services.
  • Provide high-level support of the District’s technology infrastructure including but not limited to firewalls, backup, and disaster recovery systems.
  • Automate, innovate and standardize networking hardware, software, and support practices to continually improve the effectiveness of the College’s System and Network Operations
  • Troubleshoot problems with computer systems, including troubleshooting hardware and software, network, and peripheral equipment problems; make repairs and corrections where needed.
  • Maintain vendor contacts, partnerships, and relationships related to the implementation and support of the District’s IT security architecture and programs.
  • Support key IT infrastructure associated with proper operation of data centers, MDFs, and IDFs (i.e. monitoring, HVAC, physical security, UPSs/generators, fire suppression).
  • Develop and maintain documentation for WKCCD’s network and systems infrastructure.
  • Respond and resolve issues related to LAN, WAN, and systems.
  • Respond to any cyber incidents or events or emergency IT security situations.
  • Assist in developing and maintaining the District’s incident response plan.
  • Develop, maintain, and deliver IT Security awareness training for staff and faculty.
  • Perform other related duties as assigned.
EMPLOYMENT STANDARDS
Minimum Qualifications
  • A Bachelor’s degree from an accredited institution in Computer Science, management information systems, and computer engineering or related field and 5 years of Cybersecurity or system or network experiences; or
  • An Associate’s degree in Computer Science, management information systems, and computer engineering or related field and 7 years of Cybersecurity or system or network experience; and
  • Sensitivity to and understanding of the diverse academic, socioeconomics, cultural, disability, and ethnic backgrounds of community college students.
Desirable Qualifications:
  • Master's degree in Computer Science, management information systems, and computer engineering or related field and 5 years of Cybersecurity or system or network experience.

Knowledge of:
  • Must have professional experience with computer hardware, software, and peripherals such as central processing units, monitors, cables, network systems, printers, plotters, and modems.
  • Knowledge of current technology related to cybersecurity, applications, networks, and telecommunications and the equipment and software required to maximize system support.
  • Ethernet, TCP/IP, IPV4, IPV6
  • IP addressing and subnetting practices and remote Access Technologies
  • Network troubleshooting and problem resolution
  • LAN performance monitoring, capacity planning, and methodologies
  • LAN/WAN network management systems
  • Packet capture and analysis
  • Installation, configuration, and management of network infrastructure including switches, wireless infrastructure, routers, and VoIP telephone systems.
  • Experience with procedures for installing, configuring, upgrading, troubleshooting, and repairing applicable software, hardware, and peripherals.
  • Knowledge of the principles, practices, hardware, and software related to the establishment and maintenance of district LANs.
  • Troubleshooting and solving hardware and software problems.
Ability to:
  • Respond to incidents and events.
  • Plan, schedule, and perform complex maintenance and upgrades to critical infrastructure.
  • Maintain current knowledge of technical advances in all areas of responsibility.
  • Prepare clear, concise, and accurate system documentation and reports.
  • Establish and maintain cooperative and effective working relationships with others, including those from diverse academic socioeconomic, cultural, ethnic, and ability backgrounds.
  • Analyze networking systems and problems modify current standards and develop new solutions to address changing conditions.
  • Manage a wide array of network infrastructure and Cybersecurity Systems.
  • Establish and maintain cooperative working relationships with others.
  • Follow oral and written instructions.
  • Communicate effectively in a friendly and pleasant manner in writing and orally.
  • Ability to communicate effectively with tact and diplomacy.

Incorporated within one or more of the previously mentioned duties and responsibilities of this job description are the following essential physical requirements:
  • Vision sufficient to read documents and computer terminal displays.
  • Speech and hearing to communicate in person or by telephone.
  • Manual dexterity is sufficient to use a variety of office equipment, and computer keyboards, and to handle paper.
  • Sit for long periods of time.
  • Stand for long periods of time.
  • Ability to lift and carry 50 pounds such as paper and reports.
  • Ability to bend and reach to retrieve and file supplies, equipment, and documents.

SUPERVISION
Supervision is received from the VP of Information and Institutional Effectiveness. Work direction and guidance may be exercised over student workers. Maybe assigned overtime, weekends, evenings, or holidays to complete projects
COMPENSATION and BENEFITS
The salary range for the position is a Range 39 on the Classified Salary Schedule, with a range of $40.36-$46.71/per hour. West Kern Community College District offers a comprehensive fringe benefits program that includes District paid medical, dental and vision coverage for all full time employees and their dependents, as well as a generous paid leave program. Employees are eligible for membership is the CalPERS retirement system.
