Evaluate and provide leadership for the special programs of instruction in the district. Responsible for the effective and efficient operations of all special programs of instruction in the district, and for administering all special programs-related grants. Works to provide academic services to meet the needs of students and ensures compliance with state, federal and local requirements. Assist in the effective and efficient operation of the Curriculum and Instruction Department which includes managing all state and federal assessments.
QUALIFICATIONS:
Minimum Education/Certification:
Bachelor's Degree
Master's Degree in Ed or Curriculum and Instruction
Texas Mid-management or another appropriate Texas certificate
Certified instructional supervisor and appraiser in Texas Teacher Appraisal System
Valid Texas teaching certification
Special Knowledge/Skills:
Knowledge of special programs Curriculum and Instruction and laws governing: EB, GT, 504, Homeless, Foster Care, Homebound
Ability to evaluate instructional program and teaching effectiveness
Effective communications and interpersonal skills
Ability to implement policy and procedures
Ability to interpret data and communicate results to different audiences
Knowledge and working experience of bilingual/ESL/Dual Language Programs
Ability to deliver effective professional development
Strong communications, public relations, and interpersonal skills
Minimum Experience/Other Requirements:
Five years of professional educational experience to include three years of leadership
experience is required
Three years of experience as a classroom teacher
Three years of experience in instructional leadership roles
MAJOR RESPONSIBILITIES AND DUTIES:
- Direct special programs (i.e. Emergent Bilingual, Gifted and Talented, 504, Homeless, Foster Care, Homebound, and Migrant services) to meet students' needs.
- Plan, implement, and evaluate special programs with teachers and principals, including learning objectives, instructional strategies, and assessment techniques.
- Work with special programs staff, Assistant Superintendent, and Directors to develop, maintain, and revise curriculum documents based on systematic review and analysis.
- Work with special programs staff in evaluating and selecting instructional materials to meet student learning needs.
- Serve as district liaison and resource person for LPAC, 504, and AGT committees
- Participate in the district-level decision process to establish and review the district's goals and objectives and major classroom instructional programs of the district.
- Ensure district compliance and accountability in all special programs.
- Coordinate Bilingual Summer School as well as other campus summer school activities.
Policy, Reports, and Law
- Implement the policies established by federal and state law, State Board of Education rule, and the local board policy in the area(s) supervised.
- Compile, maintain, and file all reports, records, and other documents required.
Fiscal Management
- Ensure that programs are cost-effective and funds are managed prudently.
- Work with Curriculum and Instruction staff to compile budgets and cost estimates based upon documented program needs.
- Compile, maintain, and file all special programs reports, records, and other documents as required.
- Administer all special program grants to maximize funding resources.
Communication
- Provide for a two-way communication channel with principals, teachers, staff, parents, and community.
- Demonstrate skill in conflict resolution with administrators, parents, teachers, staff, and community.
- Monitor professional research and disseminate ideals and information to other professionals.
- Demonstrate behavior that is professional, ethical, responsible and serve as a role model for all district staff.
Community Relations
- Articulate the district's mission, instructional philosophy, and curriculum implementation strategies to the community and solicit their support in realizing the mission.
- Demonstrate awareness of district-community needs and initiate activities to meet those identified needs.
- Demonstrate the use of appropriate and effective techniques for community and parent involvement.
- Assist with organizing and conducting teaching and learning program advisory committees as necessary.
Employee/Supervisor Relations
- Demonstrate skill in communicating with your supervisor in writing and orally; respond expeditiously to his/her directives and requests
- Interact with your supervisor in an ethical, sensitive, and professional manner; demonstrate trust, loyalty, and respect for him/her.

Days scheduled: 225
FISD pays $315 a month towards TRS Health Insurance.
