Summary
About the Position: As a Criminal Intelligence Analyst, incumbent is responsible for developing, coordinating, implementing, and managing the Directorate of Emergency Services Intelligence Program and Police Fusion Cell, comprised of both military and civilian employees.

Duties
  • Manages the Collection/Analysis/Production/Dissemination of Criminal Intelligence Information.
  • Applies an understanding of patterns and knowledge of current and past crimes, makes recommendations on controversial matters.
  • Assists with the development of intelligence databases to ensure that all collection, retention, reporting and dissemination of intelligence information meets the guidelines of the Army Intelligence3 Oversight program.
  • Serves as a Special Analytical Project Officer and supervises section members in conducting special projects.
  • Directs and leads law enforcement intelligence support to anti-terrorism/criminal activity research and analysis of information collected by using automated intelligence systems, national level databases, hardcopy studies and open source information.
  • Law Enforcement/Intelligence support to Force Protection.
  • DES Liaison to local, state and Federal Law Enforcement Agencies.
  • Creates Special Analytical Products for senior leaders.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Must have data entry/database management skills sufficient to accurately enter data, maintain a database and effectively retrieve information from multiple databases.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes assisting Criminal Investigators with research and analysis of threats by terrorists and/or other criminal group activities; ensuring proper maintenance and storage of sensitive investigative and prosecution records/documents; AND utilizing a variety of databases to extract, store and/or create and present statistical reports used in identifying criminal activity trends. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Criminal Justice, Criminal Intelligence, or Criminology/Forensics Law with concentration in crime and analysis or directly related field of study. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Education

  • Recruitment, Retention and Relocation incentives and Student loan repayment may be authorized.
  • Salary negotiations for those candidates who are new to Federal service may be authorized.
  • Credit for prior Non-Federal Worker experience and certain Military Service for determining annual leave accrual rate MAY be authorized.

  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
