JOB DESCRIPTION
JOB SUMMARY
Under the general supervision of the Streets/Stormwater Supervisor, performs skilled laboring work involving construction and maintenance programs. The Streets Crewleader is responsible for working with and leading laborers and equipment operators engaged in construction and maintenance projects.
ESSENTIAL JOB FUNCTIONS
  • Operates backhoe, compactors, trucks, concrete mixers, jackhammers, and other equipment related to the Streets and Stormwater trade.
  • Installs new and or replaces sidewalks and handicap ramps that comply with ADA requirements, curbs and gutters, street signs and striping, asphalt repair, replace Stormwater piping, catch basins and vaults.
  • Inspects work in progress, and may modify or adjust work methods, crew sizes and related factors with the consensus of the Supervisor to insure that projects are completed on time.
  • Inspects future projects and makes assessments of projected time, equipment, materials, and manpower.
  • Calls in locates for underground utilities to prevent injuries to workers or the public.
  • Manages work orders using the I-Works work order system and purchases materials and equipment.
  • Schedules routine and preventative maintenance to ensure safety and working order of all vehicles and equipment.
  • Repairs small engines and power tools in order to keep up production.
  • The majority of position duties are required to be performed on-site.
  • May supervise a group of workers in repair work on streets, curbs or drainage projects.
  • Keeps records of workers time on projects and prepares reports.
  • Essential Employees may be required to work during a declared or undeclared emergency.
  • Performs other related job duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge, Skills and Abilities:
  • Knowledge of accepted methods and practices of maintenance and construction for streets, storm drainage and rights-of-way.
  • Knowledge of the NPDES MS4 permit and inspection requirements.
  • Knowledge of safety procedures related to the trade.
  • Skill in general maintenance and construction work.
  • Skill in the use and care of pertinent tools and pieces of equipment.
  • Skill in strength and agility to perform the tasks assigned.
  • Ability to communicate effectively, both orally and written.
  • Ability to assign and supervise the work of subordinates.
  • Ability to complete daily work records accurately as required.

EDUCATION AND EXPERIENCE
QUALIFICATIONS
Education and Experience:
High school diploma or GED certificate with five (5) years' experience in construction and maintenance; or an equivalent combination of education, training and experience.
Special Qualifications:
Must possess a current State of Florida Class "B" CDL driver's license with an 'N' Tanker Endorsement or possess a Class "B" CDL driver's license temporary permit by the Florida Department of Highway Safety & Motor Vehicles and successful licensure within 120 days of employment. Must possess a Pesticide Aquatic and ROW Spray Licenses within six months of hire. Class A CDL is preferred, but is not required.
ESSENTIAL PHYSICAL SKILLS
PHYSICAL DEMANDS
The work is generally heavy work and may require exerting in excess of 100 pounds of force occasionally and up to 50 pounds of force frequently, and up to 20 pounds constantly to move objects. Additionally, the following physical abilities are required:
  • Balancing: Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, or slippery surfaces.
  • Climbing: Frequently ascends or descends ladders, stairs, scaffolding, or ramps.
  • Crawling: Ability to frequently move on hands and knees or hands and feet.
  • Crouching: Ability to frequently bend the body downward and forward by bending leg and spine.
  • Feeling: Ability to perceive attributes of objects by touch.
  • Dexterity: Primarily with fingers, as in picking, pinching, or typing.
  • Grasping: Applying pressure with the whole hand.
  • Handling: Picking, holding, or otherwise working with the whole hand.
  • Hearing: Ability to hear and understand at normal speaking levels with or without correction.
  • Kneeling: Ability to frequently bend legs at knee to come to a rest on knee or knees.
  • Lifting: Ability to lift and move objects
  • Mental Acuity: Ability to make rational decisions.
  • Pulling / Pushing: Ability to occasionally move objects up to 100 pounds.
  • Reaching: Ability to frequently extend hand(s) and arm(s) in any direction.
  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Speaking / Talking: Ability to communicate clearly, accurately and concisely through speech.
  • Standing: Particularly for sustained periods of time.
  • Stooping: Ability to frequently bend body downward and forward by bending spine at the waist.
  • Visual Acuity: Ability to perform activities such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading, operating motor vehicles; including color, depth perception, and field vision.
  • Walking: Ability to move on foot for long distances and moving from one work site to another.

Work is performed in a dynamic environment that requires the ability to be sensitive to change and responsive to changing goals, priorities, and needs. Additionally, work is performed primarily in an out-of-doors environment with possible exposure to the wind, rain, cold and heat.
