Job description

ABOUT THE POSITION

The County of Riverside seeks candidates to fill positions throughout Riverside County. A list of eligible candidates will be established to fill current and future vacancies.

The Department of Waste Resources has multiple openings for Crew Lead Workers assigned to:

-- Refuse Control Program

The Crew Lead Worker will be relied upon to make an impact with the following Riverside County Programs: Illegal Dumping, Graffiti and Community Clean-Up. The position is based at the Moreno Valley headquarters.

-- Waste Recycling and Traffic Direction

The Crew Lead Worker will be relied upon to lead ABOP: Antifreeze, Batteries, Oil and Paint Operations and Gate Fee Services at the Moreno Valley: Badlands Landfill or Beaumont: Lamb Canyon Landfill.

The Crew Lead Workers wi ll assume lead responsibilities over large work crews engaged in performing small construction and maintenance duties and labor intensive tasks such as cutting fire breaks, remodeling buildings, traffic direction at landfill sites, recycling activities ( tires, metals, plastics, electronic components and servicing appliances to remove hazardous components) at landfill sites and constructing drainage systems.

Additionally, the incumbents will be responsible for operating light/heavy equipment, for example, water truck, front end loader, roll off truck, three-axel dump truck, low-bed trucks with/without trailers, backhoe, seated mower and small dozers (up to and including a D-6 dozer). Operating hand tools and power tools is also required.

Competitive candidates will posses experience in a landfill site including traffic direction, field setting on construction related projects , building maintenance and possess a valid non-restricted California Driver License: Class A or Class B with a Tanker endorsement and without Air Brake restriction.

The initial work schedule will be 4/10 which may include weekends and/or travel to other locations throughout Riverside County.

MEET THE TEAM

The Department of Waste Resources serves the County's solid waste disposal needs by providing for efficient and effective landfilling of County non-hazardous waste, protecting the environment, and promoting recycling in order to ensure a safe and healthy community for current and future generations.

EXAMPLES OF ESSENTIAL DUTIES

• Prepares surfaces for painting. Uses brushes, rollers, solvents, and spray equipment.

• Removes graffiti by cleaning or repainting the affected area.

• C leans and maintains equipment.

• T akes appropriate traffic safety precautions such as setting up warning signs and cones.

• A cts as a traffic director, directs traffic and controls commercial and residential waste vehicles to ensure public safety.

• Communicates with other Waste Resources staff using two way radio systems, hand signals, and verbally.

• Communicates effectively with the public and acts in a professional manner.

• Instruct and lead crew workers in work methods and practices on a variety of projects; maintain safety and security of job site.

• Operate a three-axle dump truck or other sized truck-type equipment in the construction, maintenance, and repair of public work facilities; operate dump truck or roll off truck to haul construction materials, recycled materials from landfill sites, supplies, and equipment; operate tank truck to spray water, oil and chemicals; may operate low-bed or trucks with trailers in hauling equipment or materials.

• Operate small tracked and/or wheeled motorized construction equipment (up to and including forklifts, backhoes, mowers, loaders, and a D-6 sized dozer).

• Evaluate efficiency and appropriateness of assigned duties, recommend improvements and report on progress of work to higher level personnel as needed.

• Prepare and maintain accurate records on materials and equipment usage, and employees and work release program participants' attendance and behavior.

• Refer complaints, problems or issues to higher level personnel.

• May operate equipment and vehicles assigned to projects including buses in transporting personnel.

MINIMUM QUALIFICATIONS

Education

Graduation from high school or attainment of a satisfactory score on a G.E.D. test is required within six months of employment.

Experience

Three years in maintenance, construction, recycling, traffic direction or other similar work which required at least occasional operation of construction equipment.

License

Possession of a valid California Driver License: Class C.

A California Driver License: Class B will be required within three months of employment.

A California Driver License: Class A will be required within six months of employment.


For those positions designated by the Department of Transportation (DOT) as safety-sensitive, applicants are required to complete a DOT mandated alcohol and drug-screening. (A positive test or refusal to test during the past two years will disqualify an applicant from consideration for County employment). Reference checks from former DOT regulated employers are also required. Applicants must submit a Department of Motor Vehicles (DMV) driving record prior to hire.

Employees in safety-sensitive positions are subject to DOT alcohol/drug testing in the following situations: random, reasonable suspicion/cause, return-to-duty, and post-accident.

Knowledge Of

The tools, materials, methods, and equipment commonly used in public works construction and maintenance; safety rules, operation, maintenance, capacities, and limitations of construction and maintenance equipment.

Ability To

Coordinate, lead and direct the work of others; perform a variety of maintenance and construction tasks; follow oral and written directions; prepare records, forms and documentation; prepare incident reports in a brief and concise manner describing material factors or evidence and events of the incidents; establish and maintain effective working relationships.

Physical Exposures

Weather extremes (hot/cold), landfill odors, insects, animals and rodents.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).

  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.

A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    VACATION ACCRUAL (Bi-Weekly Accrual):

    0< 3 year = 80 Hours (10 Days)
    4< 9 years = 120 Hours (15 Days)
    10 or more years = 160 Hours (20 Days)

    Maximum Vacation leave accumulation is 480 hours.

    SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

    HOLIDAYS: Normally 12 paid holidays per year

    BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)

    BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
