Role Summary

MetaPhase Consulting is currently supporting the Federal Aviation Administration through conducting and supporting management of their IT portfolio of IT investments to ensure the client leverages an enterprise-level approach that strengthens existing and future IT capabilities and addresses transparency, accountability, and performance. In support of this project, MPC is seeking a Capital Planning Investment Control (CPIC) Analyst with at least three (3+) years of experience managing complex client relationships, strong engagement skills, and commitment to high-quality standards for deliverables.

What You Will Be Doing

• Supporting Regular IT Budget Submission.
• Performing requirements gathering and definition, functional and technical analysis, assessment, and development tasks to address organizational performance gaps.
• Providing solutions to portfolio management goals and policy-making goals.

What We Need From You (Required)

• A minimum of three or more (3+) years of direct experience managing or providing support for the management of a financial portfolio, preferably 1-3 years of experience in federal government consulting. 
• Direct experience with Federal CPIC processes, standards and guidance; including development and management of Agency IT Portfolio Summary and IT Business Case Details.
• Experience collecting, synthesizing, understanding, and analyzing qualitative and quantitative data to inform organizational strategy documents (Strategic Plan, Analysis of Alternatives, etc.)
• Awareness or knowledge of budget processes, standards and guidance, preferably including development and management of the IT Budget Submission.
• Awareness of, and optimally experience with, tools used for reporting budgetary information to OMB.
• Experience using Microsoft Office Suite for process documentation, data collection, and training.
• Excellent verbal and written communication skills. 
• Strong analytical and problem-solving skills as well as attention to detail.
• Experience in IT governance, metrics, requirements management, and/or internal controls.
• Bachelor’s degree in business, technology, or related field.
• This position requires the ability to obtain and hold an active Public Trust clearance at a U.S. Government Agency; U.S. Citizenship required (NO EXCEPTIONS).
