Spectra Tech has an immediate need for a Control Account Manager (CAM) in Los Alamos, NM.
The ER Program Support Control Account Manager (CAM) ensures all activities and operations are performed in a safe and deliberate manner; maintains required safety, security and operational training; assures procedural and regulatory compliance; and makes safety, security and quality an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
This position requires creativity and flexibility to meet new challenges and the expertise to apply appropriate solutions efficiently.
This position reports to assigned ER Program Support Director.
Essential Duties/Responsibilities (may include, but are not limited to):
- Manages assigned Control Accounts for ER Program Support and is responsible for scope, schedule, and budget.
- Completes routine review and update of the status schedule with assigned Project Controls Analyst (PCA). Status will include reporting earned value (EV) progress of Level of Effort (LOE) and Discrete activities.
- Update and review of Quantifiable Backup Documentation (QBD) for percent complete activities.
- Is responsible for providing accurate Earned Value Management System (EVMS) forecasting, including bottoms-up monthly Estimate to Complete (ETC) and Estimate at Complete (EAC) reports by work package.
- Is responsible for Control Account Variance Reporting, including impact statements, casual analysis, and ensuring necessary corrective actions are completed.
- Reviews and validates performances indices, including cost (CPI), schedule (SPI), and EAC.
- Identify risk and opportunities within the ER Program Support CAs.
- Completes review and approval of accruals and invoices, ensuring payments are completed within assigned deadlines.
- Provides authorization and tracks of all work under assigned Control Account.
- Reports to the ER Program Support Director any issues or anomalies to ensure corrective actions are addressed.
Minimum Qualifications (Knowledge, Skills, Abilities):
- Experience/training with EVMS reporting.
- Experience working with the ER Program, specifically the RCRA Remediation and Water Programs.
- Experience with Project Reporting Tools (NPRS), to include: ETC Tool, EVMS Data Quality Checks, NPRS, QBD Tool, VAR Tool, Work Authorization Database, etc.
- Detail oriented, organized, and able to manage multiple tasks at one time, often under time constraints.
- Skill and ability to perform complex and critical tasks to solve problems.
- Interpersonal and communication skills to partner and build teams.
Education and Experience Required:
Bachelors' degree combined with 2 years' relative experience. However, a combination of education and relevant experience wherein the knowledge, skills, and abilities to perform the position's duties and responsibilities have been adequately demonstrated is acceptable.
Education Equivalency: 2 years of relevant experience for 1 year of college.
Environmental Remediation experience is desired.
Business Associations:
Represents the organization as the prime contact on contracts and projects. Interacts with senior internal and external personnel on significant matters often requiring coordination between organizations.
