GENERAL STATEMENT OF DUTIES/JOB OBJECTIVES:Participates in the planning and implementation of the health care provided within the Linn County Jail. Performs professional nursing work in compliance with standards set by the Oregon Board of Nursing.

SUPERVISION RECEIVED: Works under the immediate supervision of the Health Services Director and Jail Physician who assigns duties and evaluates performance and adherence to established policies.
SUPERVISION EXERCISED: Supervision of Corrections Deputies is not a regular responsibility of this position. In a medical emergency can exercise limited supervision over Corrections Deputies.
ESSENTIAL FUNCTIONS:
A person employed in this classification must possess the capability to perform the following duties to be considered for and to remain in this position. The duties are essential functions requiring the critical skills and expertise needed to meet job objectives. Additional specific details of these essential functions may be provided by the specific office or department job announcement, if applicable.

1. Review intake screening, perform physical assessments, evaluate those inmates who have specified medical problems.

2. Observe inmates behavior and physical condition, gather information on the inmates medical history and symptoms. Keep records of medical history.

3. Do liaison and coordination of health care with health care providers, hospital emergency rooms, private physicians and mental health staff.

4. Provide nursing care to inmates with drug and alcohol addictions, assist in emergency cases and trauma. Call in prescriptions to pharmacies, administer medication to inmates in accordance with orders of physicians.

5. Hold sick call, collect specimens for further assessment or diagnosis such as communicable disease cultures, blood, etc.

6. Promote individual and group well being through education activities including counseling, teaching and formal programs.

7. Nurse will exercise supervision, control and custody of inmates during the performance of their job duties.

8. Other duties as assigned by the Health Services Administrator or Jail Physician.
9. Develops and maintains effective, harmonious, and reasonable work relationships with others.
10. Maintains regular and predictable work attendance.
OTHER FUNCTIONS: This classification covers the most significant essential functions performed by an employee in this position, but it does not include other occasional work which may be similar to, related to, or a logical assignment for the position. Any one position in this classification may be assigned some or all of the duties listed under essential functions or that arise as other functions. The balance of the various duties, responsibilities and/or assignments of this position may change from time to time based upon management's decisions on how to best allocate resources. Any shift, emphasis or rebalancing does not constitute a change in the essential functions of the job classification.

KNOWLEDGE, SKILL AND ABILITY: Working knowledge of modern policies, procedures, and techniques for the care and treatment of prisoners. Ability to exercise good judgment and act professionally and effectively in emergency and stressful situations.

Knowledge of nursing principles methods and procedures associated with preventive measures in the maintenance of health in a jail. Knowledge of the uses and effects of medicines and narcotics. Ability to carry out written and verbal orders; exercise judgment within the scope of nursing principles. Ability to establish and maintain effective working relationships with corrections staff, jail physicians and other agencies. Ability to work in a corrections setting.

EXPERIENCE, EDUCATION AND TRAINING:Graduation from an accredited school of nursing as a Registered Nurse. Current, unencumbered, Oregon License to practice nursing. Experience in Corrections nursing preferred.

NECESSARY SPECIAL QUALIFICATIONS: Be a citizen of the United States. Be 21 years of age or older. Be of good moral fitness, as determined by a thorough background investigation. Be free of any conviction for any felony; any misdemeanor involving violent behavior; or unlawful use, possession, delivery, or manufacture of a controlled substance, narcotic or dangerous drug. Pass a written and/or oral interview as prescribed by the Sheriff's Office. Be willing to work weekends, holidays, varying shifts and extra hours. Must pass a comprehensive psychological examination. Possession of a valid motor vehicle operator's license and an acceptable driving record at the time of appointment may be a condition of employment. Possess and maintain a current, unencumbered license to practice as a Registered Nurse in the State of Oregon. Must possess and maintain a valid First Aid and CPR card including instruction of the operation of Automatic External Defibrillators.

PHYSICAL DEMANDS AND WORK ENVIRONMENT: Work is performed primarily indoors. The work requirements include the ability to see, talk and hear. To sit, stand, walk, bend and stoop. Drive a motor vehicle, uses hands to finger, handle or operative objects or controls, reach with hands and arms and shift from minimal level of physical exertion to high street/high level of physical exertion at a moment's notice. The work involves potential exposure to blood products and cleaning materials. Must be able to lift and carry up to thirty (30) pounds.


Hiring Process Details

Background Check: Finalists for this position will be subject to an extensive background investigation. Some issues that might cause an applicant to be withheld from further consideration include, but are not limited to the following:

  • Felony convictions
  • Misdemeanor convictions for:
    • Domestic violence (DV);
    • Currently named as the Respondent in a Restraining Order;
    • Crime of dishonesty; and/or,
    • Crime that resulted in serious physical injury to another.
  • Illegal manufacture, transport, or sale of a controlled substance.
  • Any repeated convictions of an offense, which indicate disrespect for the law, a lack of good moral character or disposition towards violence and disorder.
  • Discharge from employment, where such discharge indicates poor behavior and/or an inability adjusting to discipline.
  • A Dishonorable Discharge from the armed forces.
  • Persons convicted of a petty larceny.

Drug Use Disqualifiers: No arrests or convictions for any felony or any misdemeanor crimes involving the unlawful use, possession, delivery, or manufacturing of a controlled substance, narcotic or dangerous drug. A history of excessive use of illegal drugs, or other offenses, could disqualify an applicant.

Additional Information: Must be able to read, write and speak English. Must pass a thorough background investigation, psychological exam, drug screen, and integrity interview that establishes strong moral character. Any conduct that could compromise the integrity of the employee, other employees, the Sheriff's Office or the County will be closely evaluated. The individual shall not pose a direct threat to the health or safety of the individual or others in the workplace.
