Job description

Requires US Citizenship and Top Secret [TS] Department of Defense (DoD) Security Clearance.
Job Summary:
Serves as Corporate Security Program Specialist responsible for assisting in the administration of the NEXCOM Security program by providing policy directives oversight and the support necessary for the successful operation of the NEXCOM Personnel and Classified Security Program.
Duties and Responsibilities:

  • Manage the initiation, review and submission of all NEXCOM Enterprise Associate and Contractor's Initial and Continuous Vetting PSIs through DCSA's NBIS eAPP System.
  • Provides security policy and guidance to NEXCOM associates, NEXCOM Human Resource Teams (HR), and field associate POCs for the submission of associates T1 (SF85) or T3/T5 (SF86) PSIs. Communicate the need for any additional required paperwork for the PSI, including but not limited to OF306 Declaration for Federal Employment, fingerprints, and supporting documentation as needed respective to issues identified within the submitted eAPP.
  • Assist management in the execution of NEXCOM's personnel Security Program, ensure that all NEXCOM personnel are accounted for in the DoD system of record and that associates have the required personnel security investigation (PSI) according to their position designation.
  • Provide end-user customer support to associates completing their personnel security forms.
  • Adjudicate unresolved pre-employment Criminal Record Checks (CRC), Motor Vehicle Record (MVR), and/or Commercial Driver License (CDL) drug test reports based on NEXCOM policies and suitability factors for potential risks or liabilities.
  • Provides end-user training and troubleshoots end-user issues and outages for the pre-employment background check system.
  • Works with NEXCOM Leadership, vendors/ contractors, and military installation officials to ensure NEXCOM Enterprise is in compliance with stipulated security regulations and requirements.
  • Reviews Defense Information System for Security (DISS) / and e-APP Notices for potentially actionable items and makes contacts as needed to resolve submission issues.
  • Updates and maintains the SBI NEXCOM Enterprise Personnel Security Database as needed with information from all available resources.
  • Serves as a NEXCOM suitability adjudicator for Tier 1 Personnel Security Investigations (PSI) returned by Department of Defense Central Adjudication Services (DODCAS) for Local Adjudication.
  • Coordinates efforts with all service components in regards to PSIs for NEXCOM associates and Contractors.
  • Research Associate and Contractor PSI status for SAAR-Ns received at Code SBI and provide appropriate Security Manager Validation.
  • Receives the Code I Termination Report and updates e-APP, DISS, Code SBI Master Track, and other systems as needed.
  • Provides LiveScan fingerprinting support to NEXCOM associates and Contractors as needed, provide onsite LiveScan Fingerprinting at field locations.
  • Provides guidance on Security disciplines to include; Information Security , Physical Security, Personnel Security, Industrial Security, Insider Threat and Operations Security. Assists in the development of instructional/ training information pertaining to Security disciplines. Assist NEXCOM Security Manager in interpreting and implementing DOD and DoN Security policies.
  • Provide assistance to NEXCOM Security Manager with conducting security analysis, evaluations, inspections, reviews, assistance visits, and assessments to determine the effectiveness of Security Programs for the NEXCOM Enterprise.
  • Provide assistance to NEXCOM associates with the preparation of their response to the DoD CAS's request for information, Continuous Vetting Inquires, Letters of Intent, Statement of Reasons and Appeals.
  • Will complete the OPM Fundamentals of Suitability Training.
  • Will complete all required pre-requisite trainings for DISS, and eAPP agency user accounts.
  • Requires TDY travel as needed to NEXCOM Enterprise field locations to assist in development and implementation of security requirements.
  • Will serve as a Mission Partner Affiliation Sponsor and manage the issuance of NEXCOM contractor CACs through the Mission Partner Identity Credential and Access Management (MP ICAM) system.
  • Acts as liaison between the Contracting Officer Representative (COR) and contractor officials concerning investigation, access, interpretation of industrial security policy and directives.
  • Proficient knowledge of the DoD and DoN Information Security Program's policies, and procedures.
  • Will maintain a SIPRNET account for classified messaging, and a NIPRNET (.mil) for DON unclassified IT systems.
  • Will complete the DoN Security Manager Course, providing formal training in information and personnel security matters.
  • Successful completion of a pre-employment drug test is required and will be subject to random drug testing.
  • Performs other duties as assigned.

A total of 5 years' experience, consisting of the following:
GENERAL EXPERIENCE: 3 years of responsible experience gained from working in a position within the security field that has enabled the applicant to gain general experience in their ability to analyze problems, to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing.
OR
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: 1 year of related academic study or high school level may be substituted for 9 months of experience up to a maximum of a 4 year bachelor's degree for 3 years of general experience.
AND
SPECIALIZED EXPERIENCE: 2 years' experience as a security specialist or similar position in a security field that has equipped the applicant with the abilities to successfully perform the duties of the position, which includes knowledge of various security disciplines, concepts, principles, criteria, requirements, technology, and practices; skill in developing, analyzing, and evaluating Security Programs to meet mission requirements and improve the Security Program for the command.
U.S. Citizenship is required for this position; upon selection, incumbent must acquire and maintain a top secret security clearance throughout employment in this position. Failure to obtain/maintain an appropriate level of security clearance will result in termination.
