Duties

We are seeking an Organizational Change Management (OCM) Training Lead to design, plan, develop, and implement a training and knowledge transfer program for the agency's Create an Outstanding Retirement Experience: Pension Administration Modernization (CORE:PAM) Project. The training program will incorporate instructor-led, train-the-trainer, e-Learning and multimedia training methods and formats.
As the OCM Training Lead, you will design and lead all aspects of the CORE:PAM training program as part of the overall OCM program. You will conduct needs assessments and training assessments for the training program to ensure it meets business, project and agency needs and objectives. You will collaborate with the software vendor's training team, the OCM team, project team, and DRS training resources to execute the CORE:PAM training program and deliver training and knowledge transfer. You will also actively collaborate and communicate with the project team and DRS team members to ensure team member readiness and adoption.
NOTE: Due to the collaborative nature of this position and variety within the work assignments, it is expected that the position could telework part-time, so long as the chosen candidate is able to adjust their telework schedule at any time to attend mandatory meetings, trainings, etc., at the DRS building.
Qualifications
Required Qualifications For This Position Include:
  • Five years of experience developing and delivering a training program, that includes two years of experience related to Technical Training (an associate or bachelor's degree with a focus on business, human resources, computer science, adult education or related field may substitute for up to 2 years of experience developing and delivering training).
  • Demonstrated proficiency in the use of Microsoft Word, Excel, Outlook and PowerPoint (version 2016 or newer);
  • Demonstrated proficiency in the following competency areas:

Teaching and Training
Effectively communicates information for the purpose of having others learn, understand, and apply specific principles, techniques, or information. Accurately assesses the training needs of individuals, identifying both strengths and areas to be developed.

Accurately scopes and estimates the length and difficulty of tasks and projects. Identifies clear goals, objectives, and outcomes. Breaks down work into process steps; develops schedules and assignments, and anticipates and adjusts for problems and roadblocks. Measures performance against goals and evaluates results.
Coordinating and Organizing
Effectively organizes work and coordinates activities, services, and schedules to ensure smooth and efficient operation of work. Is an effective communications link and reliable source of information for others. Keeps interested parties informed of the status of events.
Managing Change
Understands the need for change and helps plan for and accommodate it as positively as possible. Is flexible and open to new ideas and encourages others. Assesses people and the organization for readiness prior to implementation and evaluates behavior changes and employee reactions following implementation.
Communication
Effectively conveys information in writing and through the spoken word, using language that is appropriate to both the complexity of the topic and the knowledge and understanding of the audience. Sees communication as a vital component of high performing teams.

Highly Desired Qualifications:
  • Certified Prosci® Change Practitioner, or similar
  • Two years of active participation in technical system implementations on a project team
  • Experience working on large transformational change
  • Familiarity with retirement systems, rules, policies and procedures

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.
Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
