The CBJ Controller's Division is a complex division of Finance providing a variety of services to CBJ Departments, vendors and employees. The Controller works with the Accounting Manager, Accounts Payable Supervisor and Payroll Manager to ensure accurate processing and reporting of financial transactions, as well as timely and accurate payments to CBJ vendors and employees. The Controller manages and oversees the end-of-year transactions and creation of the audited financial statements (ACFR and Single Audit).

The CBJ Controller's Division is a technology-driven organization, and desirable candidates will have extensive experience with technological innovation and automation of financial and administrative functions. Furthermore, CBJ's Controller's Division is a fast-paced environment, and a successful Controller must thrive in resolving complex customer service and accounting challenges. The consequences of errors are exceedingly high, and successful candidates will have demonstrated a track record of diligence and accuracy. Experience in developing accounting policies, implementing GASB statements are highly desirable - but not required. All candidates with demonstrated leadership and extensive accounting and financial management experience will be considered. Private sector candidates without government experience will be considered. Education and certification as a professional accountant are highly desirable, but not required. WORKING HOURS AND LOCATION
This position works Monday through Friday from 8:00 AM to 4:30 PM. Your office would be located in downtown Juneau in the Muni Way building next to City Hall.Under limited direction of the Finance Director, the incumbent manages the eleven-member Controller Division through three direct reports. Responsibilities include accurate recording and reconciliation of financial transactions, journal entries, budget-to-actual analysis, payroll, vendor payments, P-Card transactions and reconciliations, travel reimbursements, fund accounting and grant management. CBJ has one component unit (Juneau School District) and the regional hospital that maintain their own financial records that rollup into the larger City and Borough financial statements. Issues and financial transactions cross functional areas within Finance. Regular communication and collaboration particularly with the Budget Manager, Purchasing Officer, and Treasure are essential.
The successful candidate will provide strategic direction and leadership to the Controller Division and ensure Controller operations are efficient, follow best practices and meet the needs of both the departments and the residents/ customers/ vendors of the City and Borough of Juneau. They will ensure information from Controller activities are provided to the Finance Director and other Division Managers in a timely manner. Additionally, the Controller works through Division Leadership to administer, review, and update, the policies and procedures for the professional administration of a variety of accounting, accounts payable, payroll, financial and reporting functions. Collaborate with the Finance Director, Budget Manager and Treasurer to ensure proper information sharing, process integrations, and caring for the completeness of financial management as well as compliance with GAAP, GASB, Federal and State of Alaska regulations and the CBJ Charter and Code.
The current ERP System (Infor Lawson) is reaching end of life and is expected to be upgraded in the next 1-3 years. The Controller will play a vital role in implementing, testing and training the solution. The Controller's expertise and span of control will require their participation in other CBJ system upgrades and implementations.Desirable Qualifications:
Education:
Graduation from an accredited college with a major in accounting, business administration or public administration with course emphasis in accounting or closely related field.
Experience:
Five (5) years of full proficiency professional accounting experience.
OR
Three (3) years of full proficiency professional accounting experience, AND registration as a Certified Public Accountant.
Substitution:
Additional graduate level education in accounting may be substituted for the required experience on a year-for-year basis for up to one year of experience.The Controller is within the partially exempt service and services at the pleasure of the Finance Director.
