Job description

We are seeking a Contracts & Procurement Specialist. The Contracts & Procurement Specialist reports to the Senior Director of Finance and Administration for Johns Hopkins Public Safety (JHPS). This position will be responsible for preparing, examining, analyzing, negotiating, and revising contracts that involve the purchase or sale of goods or services. This includes equipment, materials, supplies, staffing or products. The position handles contract administration, including review of commercial and legal terms, supporting reporting, billing, monitoring and compliance with contract terms.


Specific Duties & Responsibilities

  • Works in partnership with JHU/JHH legal to oversee the legal terms (e.g., indemnity clause) and the preparation and revision of contracts that involve the purchase or sale of goods and services.
  • Works closely with the appropriate Purchasing Department (JHU or JHHS) and participates in negotiating, managing, and ensuring compliance with all relevant commercial terms of the contract (e.g., price, contract period) for procurement of goods.
  • Develops practical and effective contract and Procurement governance and administration policies, processes, procedures and work instructions for JHPS.
  • Develops standardized contract and Procurement template libraries to be used for re-occurring purchases. Negotiates contract terms and conditions.
  • Prepares contract briefs and revisions summarizing contractual requirements to ensure contract execution in accordance with company policy.
  • Tracks authorizations and correspondence.
  • Maintains detailed and organized files; audit files for each contract to include original contract, correspondence, changes/deviations, amendments, clarifications, payment schedules.
  • Prepares contract change, cancellation and other notices as required.
  • Ensures contractors are in compliance with legal requirements, owner specifications and government regulations.
  • Conducts on-going training for key stakeholders on the contract administration process, policies and technologies.
  • Administers surveys, prepares reporting and other data collection and metrics compilation activities.
  • Ensure compliance with Johns Hopkins Procurement policies for all Public Safety purchases.


Knowledge, Skills & Abilities

  • Requires strong contract clause and policy writing abilities in a procurement environment including knowledge of commercial contract terms and conditions, statements of work, acceptable clause modifications and alternative fallback positions, plus advanced skill set in MS Word.
  • Communicates effectively with and wins cooperation from personnel at all levels of the organization.
  • Must be able to complete tasks with informal authority.
  • Must have exceptional written and verbal communication, time management and interpersonal skills.
  • Must be able to achieve demanding deadlines without requiring constant follow-up.
  • Must be able to re-order project priorities on short notice and adapt to changing requirements.
  • Knowledge of contract database technologies.
  • Ability to provide training, knowledge of presentations skills, knowledge of advanced presentation software skills.
  • Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.


Physical Requirements

  • Must be able to remain in a stationary position 50% of the time.
  • The ability to communicate information and ideas so others will understand. Must be able to exchange accurate information in these situations.
  • The ability to observe details at close range (within a few feet of the observer).
  • This role routinely requires operation of a computer and other office productivity machinery.
  • Successfully complete a physical/health screening examination by the Office of Occupational Health and Safety, which includes a drug screening.

Minimum Qualifications
  • Bachelor's Degree in Business Administration, Supply Chain Management or related field.
  • Minimum 5 years related experience; contract and Procurement administration; experience in complex procurement environment.
  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.

Preferred Qualifications
  • Procurement or Contract Administration certification is highly desirable.

JHU Equivalency Formula: 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis.
