Land, Buildings & Real Estate (LBRE) is the operational core of Stanford University's physical campus. What we do:
Contracted Services manages the major external contracts for Stanford academic buildings & grounds, internal service contracts for LBRE as well as field quality service inspections.
Custodial Services contracted through UG2. UG2 has a huge role in maintaining the beauty of the Stanford campus. Our Custodial Team provides LBRE academic buildings with base and periodic cleaning services as well as a multitude of additional services.
Elevator Maintenance is contracted through KONE. KONE is one of the global leaders in the elevator and escalator industry. The company is committed to understanding the needs of its customers, especially as it pertains to the special needs of a campus environment. For the past century they have provided industry- leading elevators, escalators and automatic building doors as well as innovative solutions for modernization and maintenance.
Pest Control Services are contracted through Crane Pest Control, serving Northern California since 1903 by providing professional integrated pest management programs. Maximizing Stanford's health protection against incursions of pest animals by using protocols, techniques, and materials that yield maximum effectiveness while demonstrating minimal adverse effects.
Roofing Maintenance and Inspections are contracted with Western Roofing Service. Western Roofing is one of the largest California based roofing contractors. Western Roofing works closely with Contracted Services to provide the upmost care and satisfaction while protecting Stanford's assets from water intrusion and damage.
Fire Door service is contracted with Bullzeye. Bullzeye provides maintenance for LBRE Academic area roll-up and fire doors. Services Annual Inspection/preventative maintenance for fire door testing's, which are coordinated with SUFMO to meet fire code requirements
Dock Leveler service is contracted with Casco. Casco provides maintenance and Annual Inspection/Preventative Maintenance for campus Dock Levelers.
Primary responsibilities include**:
The Contracted Services Manager (CSM) will be on-site to interact with building managers, district/hub personnel, and contractors and maintain an open line of communication with each. The CSM is responsible for all major contracts of the university, under LBRE, for example: custodial, elevator, pest control, dock levelers, service and fire doors and roofing. The CSM team can be the eyes and ears on campus; reporting, tracking, and scheduling facilities issues as needed. The CSM is responsible for preparing, negotiating, awarding, and administering multiple services contracts for the Academic campus.
  • Identify, recommend, and vet potential vendors for a variety of services as needed including custodial, elevator, pest control, dock levelers, service and fire doors and roofing.
  • Develop scope of services and assist with RFP process to award.
  • Identify, develop, and execute program/processes and improvements for all service contracts.
  • Familiarization with existing contract entitlements for a variety of service contracts including custodial, elevator, pest control, dock levelers, service and fire doors and roofing. o Ensure contractors services are performed promptly, diligently and in a skillful manner consistent with University requirements.
  • Develop, implement, and measure key performance indicators to set standards of excellence and measure the success of programs.
  • Ensure all local, State and Federal regulatory requirements are complied with and documents are filed and available to stakeholders as needed.
  • Regular engagement with contractors/vendors to coordinate, review and implement service requirements.
  • Engage with University stakeholders and serve as liaison between contractor and community to set service expectations and ensure contract deliverables.
  • Inspect project deliverables to ensure quality and timeliness.
  • Support all contractors with necessary program interfaces: SUNet ID's, access to FIMS and EAM, parking, building access, etc.
  • Execute purchase and change orders, review, and approve monthly invoices, monitor pricing adjustments, ensure credits if appropriate.
  • Maintain asset records with/for all vendors.
  • Work with Finance to ensure billing consistency and budget limits.
  • Identify, propose, develop, and execute projects as needed for all service contracts.

The schedule for this position is Monday to Friday 7:00am - 3:30pm or 6:00am - 2:30pm; 5 days per week on-site***
Requires 24-hours response availability seven days per week for emergency situations
Additional work hours on an as-needed basis

MINIMUM REQUIREMENTS:
Education & Experience:
Bachelor's degree with five years of experience in performing the above listed duties or a combination of education and relevant experience.
Knowledge, Skills and Abilities:
  • Knowledge of a variety of theory, practices, methods, programs and plans including regulatory requirements relating to purchasing and business law.
  • Experience negotiating and administering contracts with unusual and/or complex terms and conditions.
  • Demonstrated experience in working with various methods of contract types such as Firm Fixed Price, Cost Reimbursement, Time and Materials, Personal Services Agreements and Basic Ordering Agreements.
  • Experience partnering with internal customers, learning/understanding business needs and providing excellent procurement services.
  • Knowledge of market conditions, trade practices, sources and lead time.
  • Knowledge and experience with the Federal Acquisition Regulations (FAR) and Department of Energy Acquisition Regulations (DEAR)) and other government agency regulations.
  • Demonstrated knowledge and experience with Microsoft Office Suite and PeopleSoft/Oracle/SAP.
  • Demonstrated ability to communicate well both orally and in writing.

  • Frequently perform desk based computer tasks, use a telephone, sit and use light/fine grasping.
  • Occasionally stand, walk and write by hand, lift, carry, push, and pull objects weighing 10 pounds or less.

The expected pay range for this position is $96,000 to $149,000 per annum.

The pay offered to a selected candidate will be determined based on factors such as (but not limited to) the scope and responsibilities of the position, the qualifications of the selected candidate, departmental budget availability, internal equity, geographic location and external market pay for comparable jobs.
