About this position

The Social Sector (SCL/SCL) is a multidisciplinary team convinced that investing in people is the way to improve lives and overcome the development challenges in Latin America and the Caribbean. Jointly with the countries in the region, the Social Sector formulates public policy solutions to reduce poverty and improve the delivery of education, work, social protection, and health services. The objective is to advance a more productive region, with equal opportunities for men and women, and greater inclusion of the most vulnerable groups.

The IDB Group helps Latin American and Caribbean countries promote skills development and lifelong learning as a strategy to ensure that citizens can contribute productively to society, improve their well-being, and be good citizens. To this end, it works with the countries of the region in five lines of action

  • Ensure that people have equitable access to relevant, high-quality learning opportunities throughout their lives.
  • Strengthen quality and relevance assurance mechanisms.
  • Consolidate and develop better financing and co-financing mechanisms to improve the efficiency, effectiveness, and coverage of skills development opportunities.
  • Take advantage of the use of technology to increase equity and access to skills development opportunities and improve the efficiency of skills development systems; and
  • Actively promote the generation and use of evidence to inform decisions about skills development.

    The work of the Bank in education has intensified with more technical and publication production, invigorating social, audiovisual and web media tools, and holding virtual events (webinars) with its counterparts, policy makers and the public to support policy formulation. The flow and interaction with the other sectors, and with private partners, civil society organizations and governments, has increased, which has led to an increase in the traffic of strategic communications demanded, both externally and internally (including corporate communication, content development and messages, relations with the media and interest groups), with special emphasis on anchoring institutional alliances throughout the hemisphere.

    SCL/EDU needs to develop a comprehensive communication strategy as well as support from a professional to better coordinate the team's efforts and lead some of the activities. EDU requires special attention and support in the management and handling of its communication actions such as written and visual products, its virtual events, and its positioning in the media at a national and international level. It is vital to do so with intensity in the next 6 months, given the need for support and technical dialogue that the countries and the educational community will require during the processes of reopening schools.

    What you’ll do

    Communications Strategy

    • Develop and implement a comprehensive annual communication’s strategy with short, medium, and long-term goals that aligns with the Inter-American Bank’s Institutional Strategy, Vision 2025, the Education Division’s Sector Framework Document, and the annual division work program (Guiding documents)
    • Based on the strategy, create an action play with key success indicators that will include but are not limited,
      1. Bank's share of voice in education
      2. Unified narrative and message
      3. Target stakeholders and audiences
      4. Outcomes related to IDB Strategy, Vision 2025, Sector Framework, and annual work program.
      5. Processes and mediums to create and deliver division’s communication products and services.
      6. Outreach campaign with budget and scheduling
      7. Periodic assessment of the action plan implementation

        Production and dissemination of the Division’s work in the region

        • Coordinate our communication products e.g., i) blogs, ii) weekly newsletter(s), iii) emails, iv) support materials for the dissemination of events and publications and videos, iv) division’s external website and internal, v) social networks i.e., and our presence in formal corporate communications outlets i.e., InfoLinks, @the_IDB, and others as needed.
        • Produce written and visual materials that effectively disseminate the mission and objectives of our projects, products, and presence in the Latin American and Caribbean region.
        • Plan and prioritize the development of messages for external and internal audiences in close coordination with the division specialists and outside the division (Knowledge, Innovation and Communication Division (KIC) department, Social Sector Communication team) and outside the Bank (media outlets, journalists, designers) for on-time, and effective delivery.
        • Coordinate the communication products beginning-to-end lifecycle i.e., programming, content, editing, translation, assembly, delivery, and post-production analysis.
        • Monitor content and activity related to the sector in both internal and external media outlets.
        • Monitor communication activities, its results, and reporting to internal stakeholders for weekly meetings and future planning.

          Event Management and its dissemination

          • Maintain, coordinate, optimize, and share the Division’s general schedule of events i.e., seminars, events, virtual meetings, brown bag lunches, and others.
          • Responsible for the logistical organization of events with external stakeholders and across other Bank’s units (internal). Activities include, but not limited to, the following.
            1. Identifying and securing adequate physical space (Rooms and conferences) and digital venues (Zoom, Webex, or Microsoft Teams) for events
            2. Script development, review and dissemination to all appropriate stakeholders
            3. Development of visual materials for invitations and dissemination
            4. Lead preparatory meetings with panelists and all involved stakeholders.
            5. Create and send invitations, reminders, and thank you emails to guests and participants in coordination with the sector specialist responsible for the technical event.
            6. Dissemination of the event and post-event products as well as lessons learned.

              Stakeholder Management

              • Identify, maintain, optimize, and recommend new external stakeholders including but not limited to key government officials, regional partners, other education development organizations, non-profit, education-related researching institutes, universities that will benefit from the Division’s mission and work.
              • Develop personalized target audience plans for specific products using traditional and new marketing tools and systems.

                What you'll need

                • Education: Master’s degree, in communications, with special emphasis on content development, messages for traditional and non-traditional communication platforms, webinars or other fields relevant to the responsibilities of the role.
                • Experience: At least 5 years of progressive experience in industry of communication both traditional, and new traditional
                • Languages: Proficiency in English and one of the other Bank official languages (Spanish, French or Portuguese) is required.

                    Requirements

                    • Citizenship: You are a citizen of one of our 48-member countries.
                    • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

                      Type of contract and duration:

                      • Type of contract: International Consultant Full-Time.
                      • Length of contract: 12 months.
                      • Work Location: On site.
