Job Description
Position:
Manage and oversee construction projects related to significant improvements in Roadway improvements (road reconstruction and resurfacing, parkway improvements, sidewalk repairs, and curb ramp reconstruction) and Projects with structural components (including the review of structural plans for projects such as bridges and large retaining walls).
Minimum Required Qualifications:
- At least 10 years’ experience performing construction management on road reconstruction and resurfacing, parkway improvements, sidewalk repairs, curb ramp reconstruction, bridges and large retaining walls.
- Graduation from an accredited college with a major in Civil or Construction Engineering.
- Licensed professional in California, and/or Certified Construction Manager.
- Familiarity with, and a working knowledge of the Standard Specifications for Public Works Construction (Greenbook) and the Standard Plans for Public Works Construction, and experience in their use.
- Working knowledge of the Caltrans Standard Specifications, Standard Plans and Standard Special Provisions, and experience in their use.
- Working knowledge of the Cal/OSHA Construction Safety Orders.
- Working knowledge of the Environmental Protection Agency Policy & Guidance.
- Ability to interpret plans, specifications, special provisions, and other contract documents.
- Familiarity with contract administration requirements contained in the Caltrans Local Assistance Procedures Manual.
- Graduation from the Caltrans Resident Engineer Academy or documented experience as the Resident Engineer on at least three major road, bridge, or dam construction projects.
- Strong communication and public speaking skills.
- Ability to work independently with minimal oversight.
- Ability to independently identify problems and propose solutions.
Preferred Qualifications:
- Previous experience and knowledge of the above-mentioned project types if preferred.
Required Experience:
- Conducting comprehensive plan and specifications constructability reviews.
- Efficiently reviewing, processing, and tracking Requests for Information.
- Managing the review, processing, and tracking of submittals.
- Managing multiple projects concurrently.
- Facilitating preconstruction meetings.
- Preparing and/or reviewing change orders and obtaining necessary approvals.
- Reviewing and approving contractor's pay requests.
- Coordinating all necessary activities for project close-out.
- Maintaining meticulous logs of Requests for Information, submittals, change orders, and other project-related documents.
- Preparing well-documented project reports for management.
- Ensuring accurate and up-to-date project status updates in the division's database.
- Effectively handling contractor correspondence.
- Preparing meeting agendas, proficiently running meetings, and generating precise meeting minutes.
- Working closely and cooperatively with Public Works project managers, designers, and inspectors to successfully deliver projects. Responsively addressing inquiries from the public, other agencies, Public Works staff, and stakeholders.
- Collaborating with other County departments and agencies to resolve issues and streamline planning efforts.
