SUMMARY
Work as an integral part of the design and construction (D&C) management team to provide day-to-day management of the design and construction process, and proactive engagement with the Air Force Civil Engineering Center (AFCEC) Natural Disaster Recovery (NDR) Division and its mission partners (e.g., 325 CES, 325 Security Forces Squadron (SFS), etc.) at Tyndall AFB, Offutt AFB, and JBLE in support of rebuilding each base post natural disaster.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Shall provide technical expertise to the Government in specified meetings with subject matter expert-level knowledge
Provide recommendations to the Government on the best course of action to expedite the rebuilding effort and ensure compliance with all applicable laws and regulations.
Will be required to help facilitate the Government's efforts to establish Tyndall AFB as the Installation of the Future
Provides on-site quality assurance of large construction projects ($5M to $400M) as owner's representative that consist of Military Construction (MilCon), 2854, and Facility Sustainment Restoration and Modernization (FSRM) services.
Proactively communicates with agent and stakeholders to identify project issues, propose solutions, discuss technical requirements, provide detailed analysis, and document results.
Develops client-ready written documents (e.g., email ready to send, bullet background paper, summary of findings, root cause analysis, etc.).
Provides daily, weekly, monthly reports. Follow up to ensure and document completion of action items.
Reviews/analyzes contract documents, RFI, claims, and standards (e.g., UFCs and AFIs).
Performs other job-related duties as required.
SUPERVISORY/MANAGEMENT AUTHORITY
No supervisory or management authority.
EDUCATION AND EXPERIENCE
Bachelor's Degree in engineering, preferably construction or civil
PE, Advanced Degree, or PMP is a plus
A minimum of 3 years of construction management experience with 5 years' experience in Air Force or Department of Defense (DoD) facility and infrastructure military construction project management execution
Experience at a US military headquarters-level organization on MilCon or similar programs is a plus
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of DoD design and construction policies and standards
Working knowledge of military construction and renovation projects
Specific knowledge of construction means and methods.
Knowledge of Florida and Nebraska-specific building codes
Working knowledge of environmental and archaeological considerations
Air Force-specific programming/project development/contract documentation
Track record of working collaboratively with clients/customers to identify issues and solve problems.
Strong communication and computer skills.
Knowledge of large complex facility design/construction projects.
Skilled in solving project challenges such as conflict resolution, claims management, etc. is a plus.
Knowledge of Architectural & Engineering (A&E) companies and contracts is a plus.
Skilled in construction cost and schedule estimating.
Read and understand CAD drawings, old blueprints, and facility/project specifications
Review and make recommendations on geotechnical, topographical, and archeological surveys
Knowledge and skilled in Microsoft Suite including Excel, PowerPoint, Word, and Outlook is required.
Must be a US citizen
Must have a valid US passport
Ability to obtain and maintain a US Air Force NACI/SF85 for unescorted access to on-base facilities.
