Job description

The Conduct of Operations Coach / Mentor is responsible for ensuring the Waste Treatment Completion Company (WTCC) staff and management assigned to the Plant Management organization have a solid understanding of Conduct of Operations, Human Performance Improvement (HPI), Integrated Safety Management System (ISMS), Radiological Controls and the work control program, and that they have the tools (training, briefings, and coaching) to apply these programs to their daily activities in a safe, consistent, and effective manner.

Mentoring, training, and coaching supports implementation of a disciplined and structured operations approach that supports commissioning, future operation, and promotes worker, public, and environmental protection.

This position will also assist in ensuring the WTCC staff and management assigned to the Plant Management organization have a solid understanding of Conduct of Operations, Human Performance Improvement (HPI), Integrated Safety Management System (ISMS), Radiological Controls and the work control program, and that they have the tools (training, briefings, and coaching) to apply these programs to their daily activities in a safe, consistent, and effective manner.

Most of the work will be performed directly observing personnel performing work activities in the plant.

This position may require working rotating shifts, back shifts, weekends and/or holidays.

This position shall be performed under the day-to-day direction, control, and supervision of WTCC

MAJOR RESPONSIBILITIES/DUTIES/TASKS

  • Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work in order to protect self, others, and the environment.

  • Provide mentoring, under the direction of the Deputy Nuclear Facility Manager, to achieve readiness of Operations and maintenance programs and personnel as defined under DOE O 425.1 and the readiness Plan of Action (POA).

  • Provide mentoring and coaching to WTCC operating crews on key Conduct of Operations principles addressed in DOE O 422.1.

  • Facilitate feedback during coaching sessions to provide procedural and process improvements to strengthen implementation of DOE Order 422.1 requirements

  • Perform (in a hands-on-approach) a coaching role with individuals directly responsible for the management, supervision, and execution of field work activities to ensure proper disciplined Conduct of Operations and appropriate HPI tool usage.

  • Participate in assessments required to achieve readiness per DOE O 425.1D, and assist efforts to achieve and demonstrate readiness in accordance with DOE O 425.1D during the Management Self-Assessment, Contractor Operational Readiness Review (ORR) and DOE ORR.

  • Participate in the Management Engagement, Work Observation, and Operations Excellence formality observation processes.

  • Assist in preparation of reports on observations and coaching activities for presentation to Conduct of Operations Council, Plant Management and shift assigned personnel, and WTCC Senior Managers.

  • Integrate with other readiness activities to support achieving overall readiness.

  • Assist in developing and monitoring Conduct of Operations and HPI key performance indicators.

  • Understand DFLAW system design and operation, including environmental, safety, and health aspects and regulatory conformance

  • Suspend mentoring and intervene in the event of unsafe / noncompliant work activities. Exercise use of stop work authority if required.

SUPERVISORY RESPONSIBILITIES

Education:

High School Diploma or GED. Associate degree in engineering or science or equivalent education desired. Associate degree in engineering or science may be substituted for two years of experience. Bachelor’s Degree in related field may be substituted for four years of experience.

Eight (8) years’ experience in maintenance, operations, startup, and or commissioning nuclear, high hazard waste treatment, and/or commercial nuclear facilities; demonstrated knowledge of DOE operating policies, rules and regulations, or knowledge of commercial / military nuclear facilities (e.g. NRC/INPO) regulations and requirements; and knowledge of industry codes and standards in the area of expertise.

Must have working knowledge and experience of following DOE Orders:

  • 422.1 Conduct of Operations

  • 425.1D Verification of Readiness to Start Up or Restart Nuclear Facilities

  • 426.2 Personnel Selection, Training, Qualifications, and Certification Requirements for Nuclear Facilities

  • 232.1 Occurrence Reporting and Processing of Operations Information

  • 433.1 Conduct of Maintenance

The preferred candidate has extensive knowledge and experience implementing DOE O 422.1 Conduct of Operations requirements and HPI tools and performing oversight of similar activities.

PHYSICAL REQUIREMENTS

(EFNM) Exposed Field Non-Manual

Performs desk work, including writing, computer workstation processes, and telephone operation. Arranges for and/or performs presentations, oral reports, planning meetings, and other formal and informal contacts, requiring long periods of sitting. Oversees field activities through inspections, testing and equipment operations, which requires walking, standing, bending, and turning along with wearing of personal protective equipment. Occasional loading, transport, and unloading of tools and/or supplies specific to an activity.

This position is located at the Construction Site (22 miles north of Richland) and selected candidate must be willing and able to work a rotating shift schedule, 4 days on / 4 days off, Day shift only

This position may require working rotating shifts, back shifts, weekends and/or holidays.

Must be able to work in the United States without Sponsorship

Must be able to obtain a Department of Energy (DOE) badge for access to the Hanford site.

COMPENSATION & BENEFITS

HIRING SALARY RANGE: $112,835.92 - $178,251.96 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
