Summary or Purpose
All Borough employees who occupy positions where federal law mandates testing shall comply with the requirements of the federal regulations and will be subject to pre-employment, random, post-accident, reasonable suspicion return to duty and follow-up testing.
Monitor and ensure North Slope borough operations comply with federal, state, and local regulations.
Essential Duties and Responsibilities
The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification. Monitor and enforce compliance of all Federal, State, and Local Government regulations in reference to all permit stipulations.
Arrange for training and train NSB staff on compliance issues for State, Federal, and Local Governments.
Provide Hazwoper training.
Enforce compliance requirements in reference to: Natural Gas Pipelines, Landfills, Tank Farms, Fuel Distribution System, Fuel Spills response and clean up.
Assume position as On-Scene Incident Commander during a spill incident.
Provide initial assessment and response strategies.
Make all spill notifications and reports required by State and Federal agencies.
Document and analyze cause of spill and spill response and cleanup activities taken in response to the spill.
Inspects and maintains NSB response resources.
Manage and maintain revisions to spill response manuals: C-Plan; SPCC Plan, and Coast Guard Manual.
Develop and maintain an adequate NSB Fuel Spill Response Teach in each Community in accordance with ADEC, EPA, and Coast Guard requirements.
Provide instructional classroom and field training and exercises in spill response tactics and the use of spill response equipment.
Maintain and ensure qualifications of spill response team responders are kept current.
Assist in the procurement of spill response equipment.
Perform other duties as assigned
Knowledge, Skills and Abilities
Knowledge of ADEC, EPA, and Coast Guard regulations in regards to oil spill or other spill response prevention.
Knowledge of the Incident Command System.
Skill in the use of computers and a variety of software.
Ability to communicate clearly and concisely in written reports or demonstrated written communication skills.
Ability to effectively deploy and use a variety of oil spill response equipment.
Ability to instruct personnel in the use of spill response equipment, spill response tactics and proper use of PPE.
Education, Experience, Certifications and Licenses Required
High school graduate or G.E.D/or, a combination of 12 years of education and related work experience.
Two years of instructional, teaching, or training work experience in industrial safety or related field;
Two years of supervisory or management work experience;
Incident Command Training level 100 and 200; and Current Hazwoper certification;
Valid Alaska Commercial Drivers license that meets NSB insurance criteria;
Ability to obtain Person-In-Charge certification within the probationary period
