(Business Services Administrator)
SALARY INFORMATION
In addition to performance-based merit increases, this position is scheduled to receive a salary range increase on the following date:
Effective June 28, 2024 - 4.25% increase
Effective June 27, 2025 - 4.00% increase
Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

THE DEPARTMENT
(OCWR)is an organization dedicated to providing waste management services, protecting the environment, and promoting resource recovery in order to preserve the life of our landfills and ensure a safe and healthy community for current and future generations. OCWR operates three active regional landfills (North, Central, South), four household hazardous waste collection centers, material recovery (metal, mattresses, green waste), three compost facilities, monitors 20 closed landfills, and administers municipal solid waste collection, recycling, and planning for County unincorporated areas. OCWR is a nationally renowned waste management department responsible for a network of sanitary landfills and is committed to its exceptional record of regulatory compliance and excellence.
THE OPPORTUNITY
OCWR Compliance Support (CS) Division is embarking on many initiatives to support the rollout of new programs. For this, CS is seeking an individual with knowledge and a proven track record to manage and sustain OCWR's new programs. The position directly reports to the CS Deputy Director and requires the incumbent to work onsite at OCWR headquarters located in downtown Santa Ana. The successful candidate must possess highly developed organizational skills, be deadline-driven, self-motivated, and have the ability to pivot between tasks and projects quickly. Additionally, this position will collaborate with other key OCWR stakeholders to support executing many programs and projects. Furthermore, the successful candidate will assist the CS Division, and by extension OCWR, with the planning, development, management, and implementation of the department's special projects, strategic initiatives, and other programs that support achieving OCWR's mission and vision. The incumbent will perform the following duties:
  • Prepare annual budget appropriations for CS and assist in the development of annual strategic financial planning (SFP)
  • Monitor and project ongoing expenditures and future operational requirements
  • Provide general administrative and managerial support to CS and to the Department
  • Provide contract administration support, including control of encumbrances and expenditures, requisitioning, collaboration among staff, and preparation of supporting documentation
  • Access financial data systems to query, analyze and report findings in support of CS' operations and management of contracts and budgets
  • Support CS Division's minor and major equipment and capital expenditure purchases
  • Research, analyze, and update OCWR policies and procedures, as requested, including the development of an OCWR policy library that is consistent with existing OCWR and County of Orange Policies and Procedures (P&Ps)
  • Help develop, execute, track, and monitor CS Key Performance Indicators (KPI)
  • Help manage the associated CS contracts and work with the department's budget unit to prepare the annual budget and procurement documents related to contracts, training, purchases, and other related activities
  • Establish research criteria, gather, and analyze business operational information and/or lead the information gathering process for assigned department or enterprise program, and use technical and analytical expertise to develop findings and provide recommendations to higher-level staff
  • Help coordinate program support operations for various CS programs including, but not limited to, Division budget, finance, records and information management, training, procurement, inventory management, project management, quality assurance, compliance and audits, management/process analysis, contract and grant management, production and design, and facility management
  • Help administer smaller, less complex business services programs, projects, or specific functional areas of large complex programs; assist with developing and auditing program policies and procedures; troubleshoot program-related operational issues; and ensure compliance with applicable regulations, policies, and procedures
  • Help plan and conduct studies, surveys, training sessions, assessments, and investigations; and administer business services program/project budget and procurement activities
  • Research and develop original programs, projects, cases, grants, and related reports, materials, contracts, proposals, memos, agendas, and other documents; serve as technical subject matter expert; review materials; and make presentations, as assigned
  • Maintain various databases for CS' staff including trainings, conferences, certifications, computer equipment hardware/software, out of office, etc.
  • Help maintain and administer CS' webpage content
  • Assist the CS division to develop, implement, and maintain an environmental self-audit program
  • Assist with draft, review, and routing of CEO reports, annual reports, agenda staff reports, and other executive documents
  • Perform other duties of a similar nature and level as assigned

DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
Candidates must have a minimum of five (5) years of technical and/or administrative experience in a large organization such as public or private utilities, with progressively increasing responsibility and complexity. A bachelor's degree in environmental science, finance, public administration, or other closely related field is desirable. In addition, the ideal candidate will possess proven experience and knowledge in the following core competencies:

  • Provide a high level of customer orientation and effective interpersonal skills with extensive interaction with department heads, staff, and other internal customers
