The Integrated Mobility Division (IMD) administers state and federal funds for public transportation, bicycle, and pedestrian programs and provides subject matter expertise related to multimodal transportation planning, innovation, technology, and emerging mobility trends. IMD's core mission is to provide leadership for safe, affordable, and innovative multimodal transportation throughout North Carolina. IMD's goals include eliminating transportation barriers, ensuring equal access to opportunities for all North Carolinians, enhancing quality of life by providing safe multimodal transportation choices, and ensuring safety for all road users.

IMD administers over $100 Million annually in state and federal funds for public transportation, bicycle, and pedestrian programs. On average, each year IMD reviews over 200 applications for funding, provides grant funding to over 150 subrecipients, processes over 1,000 reimbursement claims, provides performance reports to the Federal Transit Administration (FTA) on over 30 active grants, and provides risk-based oversight of over 100 subrecipients to ensure compliance with federal and state requirements. Ensuring subrecipient compliance with all federal and state requirements is also a core responsibility of IMD.

The position serves as the IMD's Deputy Director and Branch Manager for Compliance and Procurement. Duties includes but are not limited to assisting the Director with management of Division operations, process improvement, and operational innovations to streamline work and improve efficiency and effectiveness. The purpose of the position is to ensure subrecipient compliance with federal and state requirements and to oversee all Division procurement activities. The position ensures public safety by ensuring transit agencies are meeting FTA safety, training, vehicle maintenance and related requirements. The position also helps IMD prevent, detect, and deter fraud waste and abuse of federal and state money, while supporting efficient and effective use of public resources and promoting public integrity within the Agency. This position oversees the Drug and Alcohol Program, subrecipient training requirements, and other transit compliance programs related to passenger safety and vehicle maintenance, as assigned. There are over 15 oversight responsibility areas identified in FTA's State Management Oversight Requirements for rural and urban Federal Transit Administration funding programs which this position helps oversee. The position also oversees procurement staff and activities, including providing technical guidance, monitoring, and oversight of grant recipients in areas of procurement of equipment and vehicles, construction of transit facilities, and the review and approval of reimbursement of funds. The position also manages consultant contracting processes, including working closely with Division programs unit to scope tasks, identify appropriate consultant support, and developing contractual relationships. The position is also responsible for managing and leading a team of mid-level managers, transportation consultants, and subject matter experts in procurement, finance and grant administration. This position will be a key contributor to the management of the Division by providing a strong professional presence, expertise, business sense, strategic vision, and strong desire to help improve the overall internal control environment. The individual serves as a senior member of the IMD leadership team and will represent the IMD Director and overall Division at local, state and national meetings/forums/conference, etc. with elected officials and system officials.

Master's degree in urban and regional planning, transportation planning, engineering, business administration, or economics from an appropriately accredited institution and three years of experience in public transportation planning or administration, or community planning; or, Bachelor's degree in urban and regional planning, transportation planning, engineering, business administration, or economics from an appropriately accredited institution and five years of experience in the collection and analysis of economic and social data and information, one of which must have been in public transportation planning or administration, or community planning in a supervisory capacity; or an equivalent combination of education and experience.Faye T.
