Virginia Western Community College is a two-year public institution of higher education operating under the Virginia Community College System, a statewide system of community colleges. The College operates under the policies established by the State Board for Community Colleges and the Virginia Western Community College Local Advisory Board.
Virginia Western is located on a 70-acre campus in southwest Roanoke, VA. The service region of the College includes Roanoke, Salem, Roanoke County, Craig County, Franklin County, and southern Botetourt County. The College was established in 1966 and has grown from an initial enrollment of 1,352 to its current annual enrollment of over 9,000 students in credit courses and more than 1,400 enrollments in fast-track workforce and continuing education courses.
Virginia Western Community College is accepting applications for a Compliance and Contracts Coordinator position in the Financial and Administrative Services Department with a focus on financial data, compliance, and contract administration. The earliest the successful candidate will begin employment will be January 10, 2024.
The Compliance and Contracts Coordinator is responsible for duties related to the oversight, integrity, and analysis of financial data. Duties include ARMICS testing and compliance, clinical affiliation agreement and MOU reviews for compliance with legal terms and conditions, procurement requisition reviews for expenditure monitoring and coding, auxiliary contract administration, vendor relations, and financial monitoring and reconciliations.
The coordinator oversees the college's ARMICS program to ensure strong internal controls by developing and reviewing policies and procedures. The coordinator is responsible for overseeing and monitoring college-wide contracts and agreements such as the bookstore, dining, vending, shredding, copiers, license agreements and leases. The coordinator will ensure services and revenues are received as outlined in the contract, serve as the liaison with vendors and/or Shared Services Center, and respond to questions from internal and external constituents. This position will present proposals, updates, and final reports to groups through verbal and written reports.
The coordinator works closely and collaboratively with each unit to strengthen existing compliance practices, such as reporting, the establishment of policies and procedures, training, and taking corrective actions as necessary.
Special Assignments
May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.
KSA's/Required Qualifications
Demonstrated critical thinking and strong analytical skills and application of professional accounting principles and practices. Demonstrated understanding of compliance systems and controls with work experience conducting and overseeing compliance reviews and design processes for high-risk compliance issues and institutional compliance gaps. Working experience performing complex data entry in Excel and accounting information systems; account reconciliation; and, accountant level transactional processing. Experience gathering, researching, investigating, analyzing, reconciling, and evaluating large quantities of financial data; including reviewing and amending legal terms and conditions for contracts and agreements. Experience formulating, modifying, and implementing policies and procedures. Must have a strong attention to detail and exceptional organizational, analytical, and problem-solving skills. Demonstrated ability to use independent judgement and to manage and impart confidential information. The successful candidate must have outstanding verbal, written and interpersonal communication skills, ability to work effectively with a wide range of constituents in a diverse community; have high integrity and deep ethical standards.
Additional Considerations
Commonwealth of Virginia governmental accounting, budgeting, financial reporting and accountability, and/or procurement experience, preferably in higher education.Experience with PeopleSoft Accounting Information System (AIS) and PeopleSoft Student Information System (SIS) software.
