The Position
A member of the City's Community Relations Division, the Community Relations Coordinator reports to the Community Relations Manager and is responsive to the Senior Community Relations Coordinator.
This position plays a key role in increasing awareness and understanding of the City's programs, services and activities through community outreach and engagement efforts, and promoting a positive image of the City by cultivating relationships with, and serving as a liaison to nonprofits, community partners, businesses, and schools.
A strong candidate for this position will have a positive, outgoing personality, a high customer service attitude, and strong communication and time management skills. They will be skilled at, and comfortable with, making presentations to the public in small and large groups. They will have experience preparing effective outreach and engagement materials and tailoring these materials to different audiences. And they will know how to interact tactfully and effectively with staff, members of the public, elected officials, and other community representatives.
Examples of Essential Job Duties

1. Serves as the lead in coordinating, planning, and executing outreach campaigns and activities to solicit and encourage greater public awareness of, and engagement with, City government.
2. Establishes and works the City's information booth at City special events, community events, and other outreach opportunities.
3. Researches opportunities for community outreach and engagement, develops a network of community contacts for the sharing of information about City projects, programs, and events.
4. Maintains a master event calendar of all City and community meetings and events.
5. Cultivates positive, ongoing relationships with various community-based groups and community partners, including nonprofits, businesses, schools, service clubs, and media representatives.
6. Prepares a variety of illustrative or educational materials for use in presentations and community outreach efforts, such as PowerPoint presentations, fact sheets, flyers and posters.
7. Orders, maintains and replenishes the City's primary stock of branded items including apparel and promotional products.
8. Responds to inquiries and requests for information from other City departments, members of the public, elected officials, governmental representatives, businesses, and community partners.
9. Assists with researching and writing blog posts, newsletter articles, news releases, remarks, and certificate/proclamation copy, and preparing and posting social media content.
10. Assists with reviewing, updating, and developing new content for the City's website.
11. Participates in trainings, seminars or other learning activities to stay up-to-date and acquire new job-relevant knowledge and skills.
12. May serve as a liaison and/or member of various City committees or teams.
Qualification Guidelines
Knowledge of:
  • Public speaking, and community outreach and engagement techniques.
  • Methods and techniques of disseminating information to the public such as print, electronic and social media.
  • Principles, techniques, and methods used to create and produce a variety of print, social/digital media, and related communications.
  • Practices and techniques of writing and designing promotional and informational materials.
  • Municipal government; pertinent federal, State, and local laws, codes, and regulations.
Ability to:
  • Work in a fast-paced, deadline driven environment both independently and as part of a team.
  • Establish and maintain effective, cooperative and professional working relationships with different audiences.
  • Multi-task, organize and prioritize work to meet deadlines.
  • Train and provide support to staff and prepare training guides and materials.
  • Work a flexible schedule, including occasional evenings and weekends; remote work might be possible on selected days of the week.
  • Work with contractors to obtain quotes, execute jobs, and resolve problems and disputes.
  • Operate computer hardware and use word processing, spreadsheet, and database software applications programs, as well as graphics and desktop publishing software.
  • Plan, organize and prioritize assignments to meet deadlines.
  • Coordinate the production and delivery of community outreach materials.
  • Exercise tact and diplomacy.

Education:
  • Bachelor's degree from an accredited four-year college or university in communications, marketing, public relations, journalism, or closely related field.
Experience:
  • Two years of experience working in a role that has included conducting community outreach and/or making presentations to members of the public. Experience working for City government is strongly preferred.
  • Must be proficient with Microsoft Office to include Word, PowerPoint, Excel, and Outlook, and have experience with multimedia and graphic design programs such as Adobe Photoshop, InDesign, Illustrator, Photoshop, and Canva.
License and Certificates:
  • Driver's license and an acceptable driving record throughout employment.

Selection Process
Candidates whose education, experience and/or training appear to be best qualified will be invited to participate in an Oral Interview: 100%.
The top candidate(s) will be required to successfully pass a criminal background check, verification of work experience, and submit an official copy of educational transcripts verifying obtained degrees or certificates as indicated on the employment application. The selected candidate will be required to successfully pass a medical examination after a conditional job offer is made.
The City of Diamond Bar offers an outstanding benefits package. The key components are listed below.
  • Accrued Leave: Accrual of eighty (80) hours of vacation (first day of employment through year five), accrual of eighty (80) hours sick leave, eleven (11) designated holidays and eighteen (18) floating holiday hours and twenty-seven (27) hours of administrative leave.
  • 9/80 Work Schedule: Full-time City staff participate in a 9/80 work schedule program.
  • Retirement: Employees hired after January 1, 2013 who are existing CalPERS members or a member of an agency with reciprocity with the City of Diamond Bar will be enrolled in the 2% @ 55 retirement benefit formula. The City pays both the employee and employer share for Classic members. Employees hired after January 1, 2013 who have never been a CalPERS member, or is a member of a reciprocal retirement system but has a break in service longer than six months will be enrolled in the 2% @ 62 CalPERS retirement benefit formula. Employees contribute half of the normal benefit cost for this retirement benefit.
  • Health, Dental, & Vision Insurance: The City of Diamond Bar pays for employee coverage for dental and vision insurance and dependent coverage is available. Employees receive a benefit allotment of $1,650 per month for employee and dependents' health insurance coverage. Dental and vision benefits for dependents may be taken from the benefit allotment.
  • Life Insurance: The City of Diamond Bar provides a $75,000 term life insurance policy. Employees may purchase additional insurance coverage at group rates.
  • Deferred Compensation: Employees are eligible for participation in the deferred compensation programs offered through MissionSquare.
  • Flexible Spending Accounts: Employees are eligible to participate in IRS Code Section 125 Health and Dependent Care Flexible Spending Account programs, thereby lowering their tax liability.
  • Personal Computer Loan Program: Employees are eligible to receive an interest free loan up to $2,500 for the purchase of a personal computer.
  • Employee Assistance Program: Employee Assistance Program is available at no cost.
  • Short-Term/Long-Term Disability: Short-Term and Long-Term Disability benefits are provided at no cost.
