Position Summary
This position will be responsible for assisting in the implementation of Health Bureau program deliverables, developing and maintaining community partnerships, attending collaborative meetings, creating health education/promotional materials, and general health communication activities. The purpose of this position is to support our residents who speak Haitian Creole as a first/primary language. The ability to speak, read and write in Haitian Creole is essential. An understanding of cultural barriers and general concerns is an expectation. In addition to providing translation services during visits that occur in the clinic, this role may require traveling to and from residents' homes for home visits as part of a Maternal Child Health visit or the investigation of a communicable disease, or support during direct observation of medication administration when working with a Haitian Creole patient to ensure accurate information is received and understood by the patient being served. Translating written documents from English into Haitian Creole and Haitian Creole to English is a necessary skill for this position. Providing communication support in group and individual settings, during community events, meetings, and other health bureau activities is an expectation. Having the ability to provide flexibility to work outside of regular scheduled hours with advance notice, unless for a public health emergency, is essential. This position may be required to respond to a public health emergency in an altered yet appropriate role. (i.e. utilizing interpretation and translation skills adapted to the situation - directly with residents/patients or supporting staff with clerical duties not involving interpretation services).
Essential Functions
Provide direct one on one translation services to Haitian Creole residents accessing health bureau services and seeking general information. Create documents, forms, flyers, etc. in Haitian Creole.
Providing support with outreach to the Haitian Creole population on specific public health topic areas or within specific program areas such as immunizations and maternal child health. This is accomplished by working with internal and external partners to facilitate participation in services/programs. Disseminating accurate, culturally and linguistically appropriate information to diverse populations and service users. Identifying issues of concern or needs of patients/residents. Advocating for patient/resident health concerns, serving as a liaison between Bureau staff and patients/residents. Connecting service users to resources in the community.
Collaborates with community partners. This is accomplished by identifying community partners and resources/services available to service users. Attending meetings with local, state and regional partners. Maintaining and establishing working relationships with resources and professional partners. Representing the Health Bureau by engaging in community events to promote public health programs and services.
Raise awareness among residents of public health issues and interventions. This is accomplished by assisting in the creation of culturally and linguistically appropriate materials for the public on a variety of public health issues. Disseminating information via community presentations, flyers, social media, etc. to reach targeted audiences or service users. Communicating public health information to various audiences, including community organizations and service users. Advocates for patients/residents for appropriate services.
Participates in workforce development opportunities to develop skills and up-to-date practices in specific program areas. This is accomplished by attending relevant conferences, webinars, and trainings to advance skills and knowledge. Participating in staff training around specific programs areas, i.e., emergency preparedness. Engaging in planning meetings and staff activities to assess and set the course for goals and objectives.
Other duties as assigned. Including by not limited to engaging in other public health issues as directed. Responding as necessary 24 hours a day
- 7 days a week to emergency situations involving the Health Bureau.
Required Knowledge, Skills and Abilities
Must be bi-lingual in English and Haitian Creole. A language test will be administered if chosen for an interview.
Under and including one year in public health. Bi-Lingual (English & Haitian Creole required. Must be proficient in speaking, reading, writing and translating Haitian Creole).
Making presentations, communicating with co-workers, observing work site. Observing work duties.
Decisions regarding implementation of policies may be made. Contact may involve support of controversial positions or the negotiation of sensitive issues, or important presentations. Contacts may involve stressful, negative interactions with the public requiring high levels of tact and the ability to respond to aggressive interpersonal interactions.
Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.
Minimum Acceptable Training and Experience
Valid Class C Driver's license issued by the Commonwealth of Pennsylvania.
High School Diploma or equivalent required. Bachelor's degree in public health preferred.
Registered Nurse or Clinical License preferred.
Under and including one year in public health. Bi-Lingual (English & Haitian Creole required. Must be proficient in speaking, reading, writing and translating Haitian Creole).
All persons who become employed by the City on or after the effective date of this section (May 18, 2022) shall be or become residents of York County contiguous to York County (Adams, Cumberland, Dauphin, Lancaster, Hartford, Baltimore, and Carroll Counties). Within six months from the first date the employee achieves permanent employment status.
Must pass a background check, Drug Test and the PA Child Abuse Clearance History Clearance check.
