Working Hours: Scheduled hours for this position are Monday-Friday, 8 am-5 pm. Position has occasional evening meetings and the potential for some weekend events. Availability for flexible hours to balance impacts of meetings outside normal working hours.

Position Description
The Community Development and Housing Planner works in conjunction with the US Department of Housing and Urban Development (HUD) to provide program planning for the expenditure of the City's Community Development Block Grant (CDBG) and HOME funds, with a concentration on affordable housing, homelessness, economic development, and neighborhood revitalization. The preferred candidate should have working knowledge of federal HUD regulations and state housing development programs, experience working in program evaluation, project coordination, and/or grant administration, and experience applying for and managing local, state, and federal grant applications and funding reporting processes.
Typical Tasks
  • Supervises and directs Community Development and Housing staff through the development of annual work plans, including program implementation for in-house loan programs and other programs such as Healthy Homes; planning and prioritizing projects; evaluating work and ensuring policy and procedure compliance; recommending and/or making changes and adjustments to staff work products; coordinating training activities and monitoring staff performance and development.
  • Develops annual action plan for CDBG and HOME programs by researching data to determine needs, working with multiple public and private community groups, coordinating the City's funding process, coordinating the review of outside applications and making final funding recommendation to management, verifying all recommended activities meet federal regulation and address needs as necessary, completing all necessary documentation for HUD, coordinating the Citizen Participation process though presentations for community groups, presenting final draft to City Council and management, forwarding plans to HUD, responding to inquiries, and coordinating
  • Develops the Consolidated Annual Performance and Evaluation Report on CDBG and HOME programs by gathering and reviewing data from all programs funded by CDBG and HOME, using data to create reports and charts, working with Finance Department to verify expenditure information, developing budget summaries on expenditures, analyzing the performance for funded activities in relation to need identified in action plan, writing the CAPER and presenting draft to management and outside agencies, and responding to inquiries.
  • Assists boards and commissions by planning and attending meetings; collaborating on key initiatives; facilitating outreach to citizens and groups; providing public education; providing technical assistance, recommendations, and interpretation; and coordinating committee agendas.
  • Researches and provides policy recommendation on issues related to housing and Community Development.
  • Assists members of the public and partner agencies with Community Development and Housing issues and questions by responding to questions and inquiries and providing information.
  • Manages projects, including the bi-annual Human Services Grant Process, by developing proposal specifications; developing scopes of service and amendments; evaluating proposals; recommending contracts; and monitoring consultant progress, quality control, public engagement efforts, budget, and schedule to ensure all work is completed.
  • Coordinates data collection and publications by creating and coordinating geographic data and maps and developing and tracking metrics.
  • Promote and market programs to affordable housing developers and the community at large.
  • Performs other related duties as assigned.

Qualifications
  • Bachelor's degree in urban planning, business administration, finance, human services, or related field and a minimum of three years of progressively responsible experience in Community Development, grant entitlement programs, or related field.
  • Ability to effectively supervise and direct the work of others.
  • Extensive knowledge of the purpose, objectives, policies, procedures, and regulations of the federal CDBG and HOME program and of other related Community Development programs, as well as an understanding of Low-Income Housing Tax Credits.
  • Experience applying for and managing local, state, and federal grant applications reporting processes.
  • Strong researching skills, including effectively interpreting complex Federal and State legislation, regulations, and guidelines.
  • Ability to present technical information clearly, concisely, and in an informative and interesting manner to elected officials and the public orally and in writing.

Health Benefits are offered to employees working at least 30 hours per week.
Health Insurance - The City offers two options for health coverage: a standard PPO plan and a High Deductible Health Plan with an associated Health Savings Account. Coverage becomes effective the first day of the month following 30 days of employment for employees and their eligible dependents. Both you and the City contribute to the overall cost of coverage.
Dental Insurance - Coverage becomes effective the first day of the month following 30 days of employment. Employees, their spouse and dependent children are eligible for coverage.
Life Insurance - The city pays to provide coverage valued at one times your annual salary. Supplemental insurance is available for employees to purchase. Optional coverage for dependents is also available for purchase.
Retirement:
- NC Local Government Retirement System -All benefits eligible employees make a mandatory 6% contribution every pay period.
- Deferred Compensation - The city contributes an amount equal to 4.5% of the annual salary to either the 401(k) or 457 plans regardless of employee contribution. Employees may choose to contribute additional money to the deferred compensation plans, without a match from the City, within the IRS guidelines.
Paid Leave (offered to employees working at least 1,000 hours annually*):
- Sick Leave - 12 days accrued each year
- Annual Leave - Accrual based on years of service and classification. Employees can earn from 10 to 24 days each year.
-Holidays - 12 paid holidays annually
-Paid Parental Leave - Six weeks of paid leave for the birth, adoption or placement of a child (must run concurrently with FMLA).
*Part-Time Employees will earn paid leave benefits on a pro-rated basis.
