Job Summary

The department is composed of six divisions (Administration, Community Preservation, Community Filming and Event Permits, Development Services, Planning, and Rent Stabilization) and provides staff support to five commissions (Architectural, Cultural Heritage, Design Review, Planning, and Rent Stabilization). Community Development is responsible for the review and processing of all private development projects to ensure compliance with the General Plan, Zoning Ordinance, and Building Code including planning entitlements, zoning and plan review, permits, and inspections. The department preserves the community's character and high quality of life through the Code Enforcement and historic preservation programs and administration of the Rent Stabilization Ordinance.
What We're Looking For:
The City of Beverly Hills is looking for two talented s for the Community Development Department. This position is located in the Development Services Division and will perform full range of inspection activities required to ensure compliance with land use, nuisance, public safety, California construction codes, City zoning codes, and ordinances to achieve compliance.
The Code Enforcement Officer serves as a liaison between builders and neighbors to resolve construction impact issues. Candidates for this position should have the ability to identify alternative solutions, consequences of proposed actions, and implement recommendations in support of established goals. An effective communicator, both verbal and written, with strong interpersonal skills are a must. The Code Enforcement Officer is responsible for educating, enforcing and mediating disputes. *Please note that this position requires the use of a personal vehicle as well as City established car insurance policy minimums to be met.
Work Schedule
This is a full-time position and will be working a non-traditional work schedule, which will include evenings and weekends with two consecutive days off between Tuesday and Friday. Saturdays and Sundays are required work days. This position will work a 5/40 schedule.

Disaster Service Workers
All City of Beverly Hills employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Major Duties
A Code Enforcement Officer enforces Federal, State and Municipal Laws pertaining to zoning/land use, rent control, property maintenance, noise, signs, garage sales, smoking; coordinates Code Enforcement activities with other divisions, departments, and outside agencies; prepares cases for court and testifies in court.
Some of the core responsibilities include but are not limited to:
  • Responds to complaints and pro-actively surveys the City for violations of various, federal, state, and local laws pertaining to zoning/land use issues and building code compliance, garage sales, property maintenance standards, smoking regulations, noise, signs, rent control issues, and related matters.
  • Coordinates Code Enforcement activities with other divisions, departments, and outside agencies.
  • Prepares and responds to correspondence pertaining to Code Enforcement matters/issues, including Notices and Orders to Comply, Abatement Notices, complaints, and requests for information.
  • Investigates and otherwise monitors various businesses relative to a variety of mitigation measures imposed as part of the discretionary zoning/land use planning process.
  • Issues citations, prepares cases for court, and testifies in court.
  • Inspects new sign installations and finalizes sign permits.
  • Conducts sound tests of mechanical equipment for compliance to the City's noise regulations.
  • Performs other related tasks as requested or assigned.

Minimum Qualifications
  • Associate Arts degree with major course work in liberal arts, public administration, criminal justice or a related field or any equivalent combination of education and experience. Before an appointment is made, the recommended candidate will have to submit proof of education in the form of a transcript, letter from College/University, or other documents approved by Human Resources.
  • Possession of an appropriate valid California Driver's License.

Knowledge, Skills & Abilities
  • Knowledge of Federal, State and Local laws relating to land use planning, building Code Enforcement, property maintenance and related matters.
  • Knowledge of legal issues pertaining to arrest warrants, inspection warrants, abatement warrants, Notices and Orders to comply, summary abatement, and related issues.
  • Knowledge of the procedures and methods involved in investigating violations and preparing cases for court, testifying in court, and related matters.
  • Knowledge of office procedures, practices and equipment (e.g. computer, copy machine, FAX machine).
  • The ability to communicate clearly and effectively, both orally and in writing.
  • The ability to work well with people in a variety of situations and conditions, resolve conflicts and effect solutions to legal, technical and non-technical problems.
  • Successful completion of P.C. 832 P.O.S.T. certification within six months of employment.
  • Successful completion of Southern California Association of Code Enforcement Officials Basic Level Code Enforcement Officer certification within one year of employment and Intermediate Level within two years of employment.

Retirement
The City offers the CalPERS 2% at 62 formula for new CalPERS members.; OR 2.5% at 55 formula for existing "classic" CalPERS members with less than a six-month break in service from another CalPERS or CalPERS reciprocal agency. All employees of the MEA Association will pay their CalPERS member contribution. Additional details on the City's retirement plan will be provided to candidates during the job offer process. Leave Time
Vacation: 80 to 160 hours of annual vacation accrual depending on years of service.

Personal Holiday: 18 hours per fiscal year
