The Executive Office of Health and Human Services (EOHHS) is the largest secretariat in state government and is comprised of 11 agencies and the MassHealth program. EOHHS is seeking to hire an experienced Cloud Architect to join our Enterprise Data Management & Engineering team who will be mainly responsible for supporting EHS wide initiatives with emphasis on Cloud Architecture, security, and application architecture. The Cloud Architect will provide technical leadership and help with designing and developing the technical architecture of MassHealth DWH IT systems and applications. The Cloud Architect will also collaborate with Enterprise Architect and Middleware engineers to define scalable, extensible, cost effective, and standards-based solutions that meet functional and non-functional requirements.

The primary work location for this role will be 100 Hancock Street, Quincy, Massachusetts, 02171. The work schedule for this position is Monday through Friday, 8:00AM to 4:00PM EST. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.

Duties and Responsibilities:

• Document technical architecture and design specifications for end-to-end infrastructure with a focus on architectural standards, security requirements, growth, performance, flexibility, reliability, and scalability.
• Design and develop public cloud-based infrastructure Architecture based on industry best practices and cost effectiveness.
• Present facts and recommendations effectively in oral and written form.
• Consult with business leadership to develop and maintain an architecture design in alignment with business strategy and objectives.
• Consult with infrastructure teams, applications teams, data architects, security architects, and strategic partners to create an architecture accommodating the business strategy.
• Develop technical architecture solutions spanning business processes, systems, hardware, operating systems, applications, and networking environments and platforms.
• Provide mentorship to other technical staff in cloud technologies, providing clear details to junior staff up to senior staff.
• Assists in identifying, planning, and migration of on-premises data solutions suitable for migration to the cloud.
• Evaluate and estimate cloud infrastructure costs to assist with budget planning and long-term strategies.
• Ability to implement security measures to protect sensitive data stored in the cloud, including defining access controls, encryption mechanisms, and compliance with data privacy regulations.
• Capability to monitor and optimize data processing and storage performance with cloud environments, including identifying bottlenecks, tuning databases, optimizing queries, and recommending architectural changes to improve efficiency.
• Familiarity with modern data integration techniques such as data pipelines and real time streaming to ensure data consistency and availability.

Preferred Knowledge, Skills & Abilities:

• Five (5) years of enterprise cloud infrastructure architecture related experience in all aspects of technology including but not limited to business applications, middleware, database technology, business intelligence, security technology, and best practices.
• Ten (10) years of information technology related experience supporting various functional and technical domains across medium to large-scale enterprises to achieve strategic and organizational goals.
• Possess a thorough understanding of modern enterprise architecture and hands on experience with Enterprise Application frameworks. Experience in Health care domain is preferred.
• Proficient experience and hands-on knowledge with Cloud Data Warehouse Architecture, preferably Snowflake Cloud DWH technology.
• Skilled at translating business strategy and project portfolio into short and long-term architectural plans, detailed requirements, and models.
• Excellent understanding of application support and development methodologies and infrastructure and network architecture.
• Knowledge of programming/scripting languages such as SQL, Python, C/C#, or PowerShell.
• Working knowledge of continuous build, unit testing, and integration testing tools.
• Detailed understanding of public Cloud Architectural principles and strategies, as well as AWS Public Cloud and Gov Cloud offerings, cloud computing, architectural design and implementation, and cloud operational support with the ability to Design and develop public cloud-based Architecture.
• Understanding of Risk Management, Disaster Recovery, Business Continuity, IT Security Architecture, and IT Regulatory Compliance.
• Strong written, interpersonal, and verbal communication skills, including the ability to facilitate meetings, conduct presentation sessions, and effectively lead discussions.
• Ability to rapidly comprehend the functions and capabilities of new technologies.
• Ability to create estimations of the time and resource requirements for different activities and determine which activities can be completed in parallel and in sequence.

Education and Certifications:

• Bachelor's Degree in Computer Science, Information Technology, or other related field, or equivalent work experience.

• Amazon Web Services (AWS) Cloud Certification and AWS Certified Solutions Architect - Associate Certification preferred.
