PROGRAM SUMMARY

Action East (Assertive Community Treatment) is a dual track treatment program for individuals with severe mental illness and/or a chronic substance use disorder. The program provides therapeutic interventions, medication management and monitoring, comprehensive outpatient and community services, case management, employment support, peer support and supportive housing services.


JOB SUMMARY

The Substance Abuse/Alcohol Clinician acts as the Licensed Professional of the Healing Arts responsible for clinical care, quality assurance, and program integrity under the Drug Medi-Cal Organized Delivery System (DMC- ODS). Performs intakes and clinical assessments incorporating ASAM placement criteria, completion of diagnostic determination tools, stay reviews, arrangement and coordination of level of care and comprehensive services, referral to ancillary services, monitoring and evaluation of client progress and changing client needs, and client advocacy. Assists clients with face-to-face support in the form of individual sessions, crisis intervention, treatment team review, and other related activities.

  • Complete SUD and Mental Health assessments incorporating ASAM criteria. Determine type and level of care using ASAM placement criteria. Complete all Diagnostic Determination Tools and Stay Reviews for program treatment clients.
  • Properly document services in the clinical record and prepare service/recovery/treatment plans as appropriate.
  • Conduct chart and treatment plan reviews to ensure compliance with agency, federal, state and local government standards. Conduct file review and attend Quality Assurance Review meetings.
  • Clinical supervision provided at no cost to you.
  • Gather information for intake assessment. Conduct intake interviews, in-custody assessments, and complete individual assessments of client’s status and required comprehensive services.
  • Assist with making appropriate referrals to community providers coordinating and arranging proposed treatment placements. Facilitate placement including arranging pre-placement visits and transportation. Transport clients when necessary.
  • Conduct individual and group sessions, crisis intervention, client education groups, and other core competency functions of a SUD/MH clinician.
  • Develop and maintain a caseload as assigned by the Lead Mental Health Clinician/ SUD Program Supervisor.
  • Provide community outreach and early intervention activities by supplying information about the program to community agencies connected to the SUD/MH services system.
  • Provide oversight and monitoring of staff training. Provide direct training to clinical staff as appropriate which includes DMC-ODS required trainings such as Motivational Interviewing, ASAM placement A, B & C, relapse prevention, and other evidence-based best practices.
  • Maintain a daily log of client contacts and intervene in a crisis by referring to mental health services.
  • Comply with all MHS and program rules, policies and procedures including HIPAA standards.

QUALIFICATIONS

  • Minimum of M.S./M.A. degree and licensed or license eligible clinician with the California Board of Behavioral Sciences (ASW, LCSW, MFT, IMF, LPCC, etc.)
  • Two years of providing substance abuse treatment, mental health care, and/or case management to adults.
  • In-depth knowledge of substance abuse treatment methodologies and diagnostic techniques. Familiarity with San Diego substance abuse services system. Knowledge of Title 22 requirements for service delivery under the Organized Delivery System
  • Valid California driver’s license and current auto insurance coverage.
  • Proficient with Microsoft Office and EHR software
  • Ability to problem solve and react appropriately to emergency situations
  • Strong ability to communicate clearly in writing and verbally.
  • Ability to work independently and effectively collaborate with a team (including other professionals, community contacts, school personnel)
