Job description

Under the general supervision of the Vice President of Clinical Operations, the Clinical Officer provides executive leadership and oversight for clinical operations and supervises various DWIHN Department Directors in the delivery of behavioral health services. This position also oversees the development, implementation, and monitoring of initiatives to assure a high quality of clinical service delivery throughout the DWIHN network.


PRINCIPAL DUTIES AND RESPONSIBILITIES:

  • Supervises the planning, development, and implementation of programs and operations within DWIHN clinical departments.
  • Manages the DWIHN provider network and services provided to DWIHN clients.
  • Develops and implements programmatic plans which include performance improvement activities and compliance with current regulations.
  • Provides clinical oversight to ensure behavioral health services are inclusive of managed care initiatives.
  • Supervises the day-to-day activities of multiple clinical departments.
  • Assesses community needs and works through various administrative and professional staff to develop and supervise programs to meet those needs.
  • Ensures that behavioral services and supports are clinically appropriate based on established medical necessity criteria.
  • Works with contractual agencies, providers, and state government stakeholders to develop and execute service obligations and contracts.
  • Provides oversight of clinical services contract monitoring and evaluation.
  • Collects and analyzes data for demonstrated efficacy of system operations.
  • Evaluates existing programs to determine if the needs for services are being met.
  • Assists in developing administrative policies and procedures and interpreting program goals.
  • Makes appropriate adjustments and modifications to clinical programs to meet community and contractual needs.
  • Ensures full compliance with clinical contractual deliverables of all federal, state, Medicaid and other contracts and grants.
  • Administers grant and contract rules and requirements applicable to the delivery of integrated behavioral health services.
  • Establishes and monitors clinical quality assurance measures to ensure adherence to best practices, regulatory standards, and ethical guidelines.
  • Ensures compliance with state and federal regulations, accreditation standards, and industry best practices including providing a leadership role in NCQA and HSAG accreditation.
  • Provides research for emerging trends and best practices that leads to the integration of innovative approaches for DWIHN clinical programs.
  • Cultivates relationships with community organizations, healthcare providers, and stakeholders to enhance access to comprehensive clinical services and support systems.
  • Works with the executive team on the development of the annual budget and makes recommendations to assure that the current budget is being followed.
  • Works cooperatively with management and other staff internally and supports external compliance activities such as reporting, audits, and technical assistance.
  • Performs related duties as assigned.

  • Knowledge of the clinical care process (screening, assessment, treatment planning, case management and continuing care).
  • Knowledge of and ability to use screening and assessment tools for behavioral health services.

  • Knowledge of the Adult continuum of care for all disability designations (I/DD, SMI, Co-Occurring Disorder).
  • Knowledge of adult services: Outpatient, Co-Occurring services, CM, ACT, Supported Employment, and Med Drop.
  • Knowledge of Quality Management and Quality Improvement principles and practices.
  • Knowledge of Integrated Care services for behavioral health patients.
  • Knowledge of Utilization Management practices and principles.
  • Knowledge of managed care practices and principles.
  • Knowledge of ICD 9, CPT Codes, DSM-IV Statistical Manual or most current diagnostic edition.
  • Knowledge of Evidence Based Practices for the behavioral health field.
  • Knowledge of Medicaid, local, regional and national codes, laws and regulations.
  • Knowledge of medical and behavioral health practices and terminology.
  • Knowledge of compliance standards.
  • Knowledge of Medical Necessity Criteria for Behavioral Health Services.
  • Knowledge of the American Society of Addiction Medicine Patient Placement Criteria (ASAM).
  • Knowledge of the Federal Confidentiality Regulations, 42 CFR, Part 2.
  • Knowledge of the Professional Code of Ethics.
  • Knowledge of documents / regulations that govern the provision of mental health services, e.g., Medicaid Manual Mental Health and Substance Abuse Chapter III, State Plan for Medicaid, Michigan Department of Health and Human Services Quality Plan, BBA requirements and the Mental Health Code.
  • Knowledge of the Code of Federal Regulations, Balanced Budget Act, Bureaus of Adult and Licensing rules.
  • Knowledge of Community Mental Health Services Programs (CMHSP) and Prepaid Inpatient Health Plans (PIHP).
  • Knowledge of NCQA requirements and the accreditation process.
  • Knowledge of HSAG requirements and the accreditation process.
  • Knowledge of the principles and methodology of total quality management (TQM)/ continuous quality improvement (CQI), specifically the PDSA/PDCA Cycle, quality tools and techniques and models for improvement.
  • Knowledge of contracting policies and procedures.
  • Knowledge of MI Health Link.

REQUIRED EDUCATION:

A Master’s Degree from a recognized college or university in the Human Services, the Social Services, Nursing (a Bachelor’s Degree will be accepted), Psychology, Counseling, Social Work or a related field.

REQUIRED EXPERIENCE:

  • Five (5) years of full-time paid professional experience working in a human service, social service, mental health, or behavioral health setting.

AND

  • Two (2) years of full-time paid professional experience as an executive, administrator, manager or supervisor in a human service, social service, mental health, or behavioral health setting.

REQUIRED LICENSES:

A Valid State of Michigan clinical licensure: RN, LMSW, LMHC, LPC, LLP or PhD.

A valid State of Michigan Driver’s License with a safe and acceptable driving record.


WORKING CONDITIONS
:

Work is usually performed in an office setting but requires the employee to drive to different sites throughout Wayne County and the State of Michigan. This position can work remotely with supervisory approval. Currently this position is primarily a remote position.
